2. Background • IEEE Computer Society is a member of the US Technical Advisory group to ISO/IEC JTC 1/SC 7. • IEEE Computer Society also is Category A Liaison to SC 7. • We don’t get to vote. • But we do get to participate, offer comments, and contribute documents (via a standing agreement with the US National Body). • We provide SC 7 access to Computer Society expertise around the world. • We represent Computer Society interests in BOK, certifications, curricula and professional activities. • We also cooperate with the IEEE Standards Association on matters concerning IEEE standards, under the provisions of the “PSDO”. • In IEEE, we report to Computer Society Standards Activities Board (SAB) and coordinate with Software and Systems Engineering Standards Committee (S2ESC) and IEEE Standards Association (IEEE-SA).

3. Why Does the Computer Society Do This? • Throughout the Computer Society, we are undertaking efforts to make the Society the “go to” place for software engineering. • One of our strengths is the standards collection of the IEEE Software and Systems Engineering Standards Committee (S2ESC). • One of our weaknesses is inconsistency between these standards and international standards (from ISO/IEC JTC 1/SC 7) on the same subject. This handicaps the global appeal of our standards. • IEEE and SC 7 have undertaken a program to make the two collections completely consistent using the PSDO. • We use several methods: • Sometimes SC 7 adopts an IEEE standard. • Sometimes IEEE adopts an SC 7 standard. • Sometimes we merge our respective standards. • Sometimes we perform “joint development” of a new standard or a revision.

4. PSDO Agreement • The IEEE Standards Association and ISO Central Secretariat have concluded a PSDO – Partner Standards Development Organization – agreement. • The agreement provides uniform procedures for joint development and maintenance of standards by IEEE and designated TCs of ISO and SCs of JTC 1.

12. Other recent events • IEEE 829, SW Test Documentation, was contributed again. (It had been revised since previous contribution.) • IEEE 1028, Reviews and Audits, was contributed again. (It had been revised since previous contribution.) • IEEE 1074, Developing the SW Life Cycle, has been contributed to a study group.

13. Annual Report • The remaining slides provide the information required of Society Representatives in their Annual Report.

14. Objectives: • This statement is revised slightly since 2010 to state the role of IEEE-SA and the PSDO. • The goal is to support the Computer Society as the “owner” of a single, globally relevant characterization of the scope and content of software engineering: • Ensure that the SC7 adoption of the SWEBOK Guide, ISO/IEC TR 19759, remains consistent with the IEEE CS SWEBOK Guide as it evolves. • Ensure that any SC7 activities related to professional certifications are supportive of the CS certification programs. • Under the terms of the PSDO, cooperate with IEEE-SA to improve the degree of alignment between IEEE S2ESC standards and SC7 standards.

15. Positions, Actions, Accomplishments • The Computer Society’s relationship to SC 7 is defined (at their end) as a “Category A liaison”. The relationship does not accord voting rights to the Computer Society so no positions are taken. The Computer Society also provides volunteer editors for jointly developed/revised standards. Working with IEEE-SA, under the terms of the PSDO, the Society Representative also serves as a conduit for interchange of information between the IEEE standards process and the SC 7 standards process.

16. Results • Over the years, we have achieved substantially improved alignment between the standards of SC 7 and IEEE S2ESC, although work remains on specific items. (Detailed results are shown elsewhere in this presentation.)

17. Summary of Future Plans • Of the organization: • SC 7 will continue making standards in traditional areas of software and systems engineering as well as newer areas such as IT governance and IT service management. • Of the Society Representative: • Continue the program of aligning the IEEE collection with the SC7 collection so that IEEE standards are consistent with SC7 standards.Areas of emphasis include: • Testing • Verification and validation • Software and systems assurance

18. Identification of Supporting Individuals • The Society Representative is supported by two major participants: Pieter Botman and Terry Doran. The three receive travel support from the Computer Society. In 2012, we hope to add Paul Joannou to the group. In addition, unfunded CS volunteers serve as editors for individual projects. Beyond that, there is a mailing list of unfunded CS volunteers who are solicited for review and comment on draft SC7 standards that are of interest to the Society.
