NFP Secretariat Roles • Coordinate the planning at both national and sub-national levels • Mobilize financial supports for NFP implementation • Facilitate the implementation of NFP at both national and sub-national levels
Implementation Arrangement • Secretariat to formulate Annual and Overall Work Plans for implementing NFP based on NFP document, budget availability and actual needs • Coordinate annual/midterm plan formulation at both levels of FA and call for proposals from other stakeholders to jointly implement NFP progammes • Gradually integrate implementation plans from other stakeholders • M&E team of FA to monitor and evaluate
Consideration for 2013 and beyond • Who can contribute to fill such gaps among the TWG-FE member organizations ? • The role of TWG F&E secretariat: policy guidance and decision making body? • NFP-Taskforce/Secretariat to coordinate the implementation of NFP ? • Monitoring mechanism (M&E team? Its composition?

Institutional consideration • Last TWG meeting agreed to reactive the NFP Task Force (Danida, AFD, JICA, EU and Mr. Hiroshi Nakata) • TWG Secretariat is to set up a Core Group to reactivate the Task Force (Preparing ToR of the Task Force and its Secretariat)
Finance for 2013 • Gap assessment by the TWG secretariat • The Core Group from TWG members to meet and identify who can fill the financial gaps in 2013 and beyond
