UN COMMON SERVICESIN RWANDA Update as of September 2007
MAIN OBJECTIVES • Establish further cooperation and efficiency among UN agencies in line with UN reform • Optimize Operations resources and support to UN programme activities through a common approach by UN agencies
STRATEGIES • Identify areas for common services (in addition to security and dispensary) • Identify best practices • Identify opportunities for joint logistical support to Government
ACTIONS UNDERTAKEN • CS workshop conducted (April 2007) • Five working groups established • Working groups meetings set up
Actions status – Administration - • Any UN agency can use UNDP fuel facilities based on the 2004 letter of agreement • Ongoing identification of workshops for vehicle maintenance
Actions status – Human Resource - • Inter agencies panels for recruitments (to be officialised) • Common jobs link on UN website • Available 2008 HR/Training plans to be shared for common analysis
Actions status – Procurement - • “ Expression of Interest ” (for suppliers prequalification) ready for advertisement • “ Suppliers Evaluation form “ established for OMT review (13 September)
Actions status – Finance - • UNDP Request for Proposals from banks reviewed and edited • Detailed workplan set up - for getting proposals and establishing contract (s) with common bank (s) –
Actions status – ICT - • Mailing lists for working groups established • Local company providing telephone services identified • Ongoing survey on existing IT service contracts
Obstacles to implementation • Time frames to be revised • Various levels of internal organization in working groups • Need for procurement budget
The way forward – OMT / WGs - • Set up priorities (during next OMT meeting – 13/09 -) • Speed up of the process with new realistic deadlines (revision by WGs) • Procurement budget lines to submitted by WGs (within September 2007)
