Assessment Transitions Phil Robakiewicz Christina DeWald Judy Snow Spring 2013
CRT, CRT-Alt, MCCS, Science Standards Spring 2013 • Current CRT and CRT-Alt (Spring 2013 and 2014) • Reading and Math—Grades 3-8 and 1 • Science —Grades 4, 8, and 10 • Aligned to Montana Content Standards • Smarter Balanced Assessment Consortium (Spring 2015)—Grades 3-8 and 11 • English Language Arts-Literacy • Mathematics • Assessments To Be Designed/Determined • Alternate (need Spring 2015 implementation) • Science (either new standards or current)
Agenda Spring 2013 CRT Between 2012 and 2014-15 CRT-Alternate Science
Assessment Between 2012 and 2014-15 Spring 2013 • CRT based on “old” Montana standards • Reporting stays the same • Field testing • Items aligned to Montana Common Core Standards (MCCS) • Progressive release of field test items aligned to MCCS
Effect of MCCS on the 2013 MontCAS Spring 2013 • Operational (scored) items • where possible, items will align to both the previous Montana Standards and the new Montana Common Core Standards (MCCS) • Field test (non-scored) items • will be written to align with the MCCS, targeting standards that are similar to those in the previous Montana Standards
Reporting to Which Standards? Spring 2013 Operational test scores will be reported according to the Montana Standards Released operational items will be coded both to Montana Standards and MCCS where appropriate All MCCS field test items will be released and coded to MCCS, as well as to the Montana Standards if appropriate Only one standard will be coded in MARS, but a static document will be created to show cross-coding where applicable
Transition Plan Spring 2013 Continue to focus on items that will meet the existing MontCAS test blueprint Gradually introduce items that also align to MCCS into the test Code test items to both sets of standards for as long as this is practical and desirable Stop developing and field testing new items that match only the “old” Montana Standards
CRT Released Items and MARS Spring 2013 • 2012 – 2014 CRT administrations • Traditional field test positions will be used to pilot MCCS items • All assessed MCCS items will be released each year on MARS • Multiple choice in late May • Constructed Response in September • MARS interactive site reports released items coded to Montana standards and MCCS • NOTE: Very few released items were coded to the Montana standards in 2012
An Experiment, Part 1 Spring 2013 Two schools in a system, similar in size Matched for performance on CRT Matched for gender, SES Data from Grade 6 mathematics item aligned to the MCCS, but not old MT standards
Our Data Spring 2013
What do these data say… • About the students in each school? • About the teacher in each school? • About the sort of interventions we should have for • the school • the classroom • the student? Spring 2013
An Experiment, Part 2 Spring 2013 Two schools (A and B) in a system, similar in size Matched for performance on CRT Matched for gender, SES Data from Grade 6 mathematics item aligned to the MCCS, but not old MT standards School B implemented a curriculum that is aligned to MCCS, while School A did not
What do these data say… • About the students in each school? • About the teacher in each school? • About the sort of interventions we should have for • the school • the classroom • the student? Spring 2013
Alternate Assessment • Montana has adopted the MCCS • General Education and Alternate Assessments need to be aligned to MCCS for 2014-15 • Montana is a member of the Smarter Balanced Consortium for general education • Montana is watching what happens with the alternate assessment consortia Spring 2013
Spring 2013Montana Decisions Spring 2013 • Investigate models • Performance • Portfolio • Hybrid • Online • Investigate options • Independent • Consortium
Most importantly we want to… Spring 2013 …make sure that we are providing students opportunities to show what they know and are able to do- regardless of the assessment model.
Where is Alternate Assessment Heading? Spring 2013 General Supervision Enhancement Grant (GSEG) Consortia • Dynamic Learning Maps (DLM) • National Center and State Collaborative (NCSC)
Alternate Assessment Consortia Spring 2013 More than summative assessment • Formative assessment • Instructional strategies • Professional development

Science Spring 2013 Current Standards will remain in effect until the implementation date for the Next Generation Science Standards (NGSS). Assessment research and planning begin after standards are adopted.
