This report presents key highlights from the January PLWG meeting led by John Moore. The meeting aimed to address several pending issues, including the evaluation of compliance for reactive requirements and the DC Tie interconnection process. Noteworthy discussions focused on addressing congestion in generation and potential system upgrades in ERCOT. The status of PGRRs was reviewed, alongside ongoing efforts to identify planning responsibilities and concerns regarding access to the grid. Follow-up actions and approvals were also outlined, with several items anticipated for further discussion in February.

PLWG Report to RPG January 21, 2014 Presented by John Moore, PLWG Chair
January PLWG Meeting Overview • Expect Mtg to Complete before Noon • PGRR’s to be Tabled to February PLWG Mtg • PGRR028 Evaluation of Compliance of Reactive Requirements • PGRR035 DC Tie Interconnection Process • NPRR672 DC Tie Interconnection Process • Items for Discussion • Transmission Planning re: Congested Generation • PLWG 2014 Leadership
Status of PGRRs Recently Considered by PLWG • PGRR031 Implement 95% Facility Rating Limit in the Planning Criteria • Approved at TAC; • Currently awaiting Board approval • PGRR032 Stakeholder Review of Resource Registration Data Requirements • Approved at TAC; • Currently awaiting Board approval
Transmission Planning re: Congested Generation • ROS Directed PLWG to consider issue discussed at January ROS Mtg • The question was raised whether transmission system upgrades should be identified to increase access to grid for constrained generation throughout ERCOT • ERCOT’s work to assess potential system upgrades to relieve potential future congestion in Panhandle (PREZ studies), while no similar assessment of existing constrained generation in other areas of ERCOT, was offered as an inconsistency in addressing generation congestion on the ERCOT Grid. • Discussions will assess how best to address the issue. • A review of current Planning Guide, Protocol, and PUC Substantive Rule language may be appropriate to serve as a basis for identifying what is currently the required planning responsibilities for ERCOT and the TSPs.
