FRENCH MULTIPARTNERSHIP(Alcatel, Astrium, CNES, EADS, Thales) OBJECTIVES • Improve synergy between different actors in the space sector • Pool individual efforts for innovative, vital activities • Propose a joint policy on sensitive issues • Increase the efficiency of our activities, consolidate our expertise • Share risks • Avoid redundancy

FRENCH MULTIPARTNERSHIP PRINCIPLES / IMPLEMENTATION • No exchange of funds (exchange of research studies, of test reports, manpower, test facilities etc.) • Annual adoption of the Action Plan with its related budgets and assignments • Each partner commits himself to implement all the means necessary to carry out the Action Plan • The multipartnership centres around a “Multipartnership Group” and a “Steering Committee”

FRENCH MULTIPARTNERSHIP MISSION OF THE MULTIPARTNERSHIP GROUP • Put forward a joint Action Plan with corresponding budgets and deadlines • Carry out or have the Action Plan carried out • Suggest a joint policy for sensitive issues • Present an annual synthesis to the Steering Committee • Ensure that partners work smoothly together • Seek amicable settlements to any disagreements • Vote on decisions • Composition: 1 representative from each company, 2 to represent CNES • Chaired by CNES • Meet every 3 months (or more frequently if so required) : 27 meetings since beginning of 1998

FRENCH MULTIPARTNERSHIP MISSION OF THE STEERING COMMITTEE • Annually approve: • Action Plan • Amount and distribution of related contributions • Accept any new partners • Find solutions for any disagreement not already settled by the Multipartnership Group • Pronounce the exclusion of a Partner if necessary • Composition: 1 representative from each organisation • Technical secretariat tasks fulfilled by the Chairman of the Multipartnership Group • Chaired by CNES • Meet annually, or more frequently if so required (7 meetings)

FRENCH MULTIPARTNERSHIP EXCHANGING RESULTS, PUBLICATIONS, CONFIDENTIALITY • Immediate and unrestricted dissemination of results between parties for their own needs • Action Plan and contents of Actions in the form of a task list which can be published straight away and without any restrictions • Study and test reports can be published after 12 months (or less if the Group so decides on a case by case basis) COMING INTO FORCE, DURATION, CANCELLATION • Comes into force on acceptance by the Steering Committee (1st Committee meeting) • Duration: 1 year, renewal by tacit agreement • Six months’ notice prior to withdrawal (assuming work undertaken has been completed) • Steering Committee can pronounce the cancellation of the Multipartnership agreement
