Summary • Reasons for changes • Main changes • Amendment of Approved Document 7. • Amendment of Approved Document B (Fire Safety) • Amendment of Approved Documents K, M & N • Amendment of Approved Documents L. • Streamline of Part P (Electrical safety) • Changes to the Building Control System. • Extension of the current Competent Persons Scheme operators.

  3. Reason for Changes. • Statement by The Right Honourable Don Foster MP. • Ensure our buildings remain safe and sustainable. • Deliver savings of around £50million per year to business.

  4. Amendment of Approved Document 7. • Updated in light of the full implementation of the European Construction Products Regulations (1st July 2013). • Comes into force on 1st July 2013. • This is also reflected in amendment to approved documents A, C, D, E, F, H & J. • Comes into force on 6th April 2013.

  5. Amended Approved Document B (Fire Safety). • Update requirements for lighting diffusers. • Which is currently out of date. • Clarification of wall coverings. • No real change other than confirming that we conform with EU standards.

  6. Amended Approved Documents K, M and N. • New Approved Document K. • The new AD K will include the old AD N and overlapping guidance in AD M. • References to safe breaking test methods. • Comes into force on 6th April 2013. • Amended Approved Document M • Reference to Equalities Act 2010 • Clarification on Access Strategies. • Update to door opening forces. • Approved Document N - Rescinded

Approved Documents L1A, L1B, L2A & L2B. • Updated to reflect regulation changes and renumbering of the Building Regulations. • Comes into force on 9th January 2013. • Regulation 25A – analyse the feasibility of using high efficiency systems. • 9th January 2013. New Public Authority Buildings. • 9th July 2013. All new buildings. • Regulation 25B - Where a building is erected, it must be a nearly zero-energy building. • 1st January 2019. New Public Authority Buildings. • 31st December 2020. All new buildings.

  8. Streamline Part P (Electrical Safety). • Reduction of the amount of Notifiable Work • Allowing third party certification by a registered third-party certifier. • Simplified Approved Document P • Comes into force on 6th April 2013.

  9. Changes to the Building Control System. • Minor changes to benefit both LA and AI. • Changes to completion certificates • New requirement - CC is issued within 8 weeks of completion date. • CC to include confirmation that it is evidence but not conclusive evidence of B. Regs. Compliance. • Statutory Notifications • Commencement and completion only. • We then draw up a SDP which stipulates all other inspections. (No change as we do this now) • Removal of Warranty Link Rule.

  10. Competent Persons Scheme. • Increase in CPS operators.
