  1. Plans and Perspectives for Electric Vehicles use and promotion in LithuaniaRolandas Bražinskas, Adviser to the MinisterApril 28, 2011

  2. OVERVIEW • Global context; • Implications of the new White paper on electromobility; • MoTC vision on electromobility; • Main issues to be solved; • Study on electromobility promotion; • Conclusions. Key priorities for national ITS development 2010.05.12

  3. Electric vehicle: a means to achieve important goals? • EU climate and energy goals—the “20-20-20” targets (Communication from the Commission of 13 November 2008 - Energy efficiency: delivering the 20% target [COM(2008) 772); • Halve the use of ‘conventionally-fuelled’ cars in urban transport by 2030; phase them out in cities by 2050; achieve essentially CO2-free in city logistics by 2030 (White Paper 2011. • Roadmap to a Single European Transport Area :Towards a competitive and resource efficient transport system)

  4. Common global challenges (White Paper 2011) • Clear future policy frameworks on electric cars; • To break the transport system’s dependence on oil without reducing mobility ; • To achieve the goals to use less and greener energy; • To reduce negative impact of transport on the environment and key natural assets like water, land and ecosystems.

  5. Main obstacles for electric cars in Lithuania • Lack of related infrastructure; • Electric cars are mostly brand new cars and are not affordable for masses; • There are no incentives for electric car buyers; • Two large number of old cars in the country and low awareness for safe and economic cars.

  6. Private cars by age, 2009

  7. July 14, 2010 conference on Electric cars: further steps • Facilitated registration of re-manufactured electric vehicles; • Agreement on interinstitutional study for electric cars industry and electromobility promotion in Lithuania; • On-going participation in European Commission’s actions for electronic equipment standardization for electric cars (State Road Transport Inspectorate).

  8. Potential for electric cars use in Lithuania • Extensive electricity market development in Baltic region and neighbouring countries (nuclear power plants); • Lithuania is too dependant from fossil fuels; • Qualified and competitive workforce in Lithuania – prerequisite for industry of electric cars or its parts; • Removed barriers for electric cars – streamlined registration procedures for re-manufactured electric vehicles.

  9. Study on Electric Cars industry potential and electromobility promotion • Timeframe: 2011-2012; • Initiated and financed by: MoEc, MoEn, MoTC; • Three parts: • Industrial potential (strategic manufacturer, local industry, car parts industry); • Electromobility promotion (incentives, exemptions, compensations); • Energy supply (charging stations, certification).

  10. Electric cars in Lithuania: vision • Serial electric cars production by 2020; • Complete charging stations network in biggest cities by 2015; • Electrified urban public transport by 2030; • Increase electric cars fleet to 50 per cent by 2050.
