2. China now is playing a very critical role in the global economy. China has rapidly developed its college and graduate education and research programs Almost all the major and leading U.S. computer software and hardware companies have quickly established Research Labs in China. Research in Computer Science and Information Technology is burgeoning in China and many important projects are underway. Motivation

Giga-Scale System-On-A-Chip 千兆级系统集成芯片设计 • This project led to establishment and successful operation of the International Research Center on System-On-a-Chip (SOC) Designs (IC-SOC) • The project involves researchers from seven major universities in the United States and China (including Taiwan).

GLORIAD – Global Ring Network for Advanced Applications Development • GLORIAD provides scientists around the globe with advanced networking tools that improve communications and data exchange. • GLORIAD exists today due to the shared commitment of the US, China, and many other countries to increased engagement and cooperation. • The benefits are shared with S&E communities throughout Europe, Asia and the Americas.

12. The Dragon Star Program • A volunteer organization for teaching graduate courses in China by outstanding overseas professors. • Between 2002 and 2005, 21 professors taught 32 courses (15 - 30 hours each) hosted by 17 Chinese institutions for 2,637 Chinese students.
