  6. GLOBAL OBJECTIVE To implement a state-of-the-art ICT system based on ASYCUDAWorld in the view to increase operational capacity of Customs Administrations and simplify the trading environment based on international standards and best practice.

  18. ASYCUDA STEERING COMMITTEE The ASYCUDA Steering Committee (ASC) is a forum to lend direction and leadership to the project. The ASC reviews and validates work plans and approves any substantive amendments and revisions to the work plans, and recommends its associated financial and budgetary implications. Members: Revenue Authority, the donor, the important stakeholders and UNCTAD. Periodicity: 6 months

  19. PROJECT STRUCTURE • The ASYCUDA National Project Team (NPT) • composed by: • National Project Manager (NPM) • Up to 5 experienced Customs Officers • Up to 5 IT Specialists • They should work full time on the project.

  20. PROJECT STRUCTURE In addition to the NPT, the IT Division will support the implementation at operational sites, for the administration of the network and for database administration. High-level staff shall work on ad-hoc basis to define the business analysis of the new e-documents to be developed.

  21. IN-COUNTRY UNCTAD TEAM Customs Advisor provides assistance related to the automation of Customs procedures and best practices. Information Technology Advisor advises on IT issues. They shall conduct training on a basis of a transfer of know-how, working on a daily basis with his national counterparts and oversee the development of new e-documents.

  22. REPORTING Monthly Project Reports Weekly meetings of the NPT will be held to monitor the implementation. These meetings will be documented in Monthly Progress Reports prepared by the NPM and submitted to Commissioner for Customs, and UNCTAD for their information and action on recommendations contained therein.

  23. REPORTING ASC Project Reports More detailed ASC Project Reports are produced, by the NPM, assisted as necessary by UNCTAD advisers. These reports are provided in advance to the members of the ASC, for discussion at the meetings, which will review project progress, objectives and work plan in accordance with the timetable set out in the project document. LESSONS LEARNT • Stakeholders must be involved in the design of the individual project at the earliest stage • Transfer of know-how is critical (full country ownership) • No technical risk - ASYCUDAWorld is robust and is operational in many countries and selected by more than 55 countries (Source code made available) • Business continuity – ASYCUDA has 30 years experience (ASYCUDA from 2G to 4G) • Avoid implementation breaks because of insufficient funding

  26. LESSONS LEARNT • BPR is the first step • Providing TA for implementations of ESW • Avoid the big bang and add OGA gradually • Allocate sufficient bandwidth to connect operational sites • Continuous training programmes (Centre of Excellence) • Qualified Human Resources • Top down Commitment
