  1. OCDSBCentretown, Glebe and Old Ottawa South Working Committee on Accommodations Interim Report to Hopewell Community May 10, 2011

  2. Background • Several schools in area have population and/or program challenges (some detail following next slide) • “Emergency” consultation in Fall/Winter led to move of JK for this Fall from First Ave. to Mutchmor • This process is hoped to be instead of a formal “Accommodations Review Committee,” as that typically takes 2 years and has a lot of cumbersome provincial requirements • Committee includes 2 reps from each school’s Council, plus 1 from each of 3 Community Associations • Schools involved: Cambridge Street Public School          Glashan Public SchoolCentennial Public School                         Hopewell Avenue Public SchoolElgin Street Public School                        Mutchmor Public SchoolFirst Avenue Public School

  3. Hopewell’s Issues • Over-population • Decline of English and MFI programs (Projected) 27% 23% 16% 12% 57% 65% Total: 890 (111% of Cap.) Total: 970 (121% of Cap.)

  4. Other Factors • Catchment areas for schools vary widely in sizes for different programs (see following slides)

  5. English JK-6 Catchment Areas

  6. EFI JK-6 Catchment Areas

  7. English 7-8 Catchment Areas

  8. EFI 7-8 Catchment Area

  9. MFI 4-8 Catchment Areas

  10. Issues Before the Working Group • What is a “community school” or a “neighborhood school”? • What makes programs stronger or weaker? Does larger numbers necessarily make for stronger programs? • With most schools in the study area being older, less flexible structures, and the Board having no capital to spend on modernizing them, how do we match the structures and their capacities with the desires of the neighborhoods?

  11. What the Hopewell Community thinks(from Survey, May, 2010)

  12. What the Hopewell Community thinks(from Survey, May, 2010) “How do you feel about these options for reducing the student population?”

  13. Board Staff Proposed Solutions • Staff was asked to start the conversation with two theoretical proposals. Goals: • Re-balance populations so that 2015 capacities in all schools are roughly 100% • Address program weaknesses by consolidating smaller populations into bigger ones • Result: Scenarios A and B (summary follows)

  14. Scenario A • Elgin Street JK-6 English program consolidated at Centennial • Hopewell JK-6 English program consolidated at Mutchmor • Portion of First Ave EFI program redirected to Hopewell • Portion of Hopewell 7/8 EFI redirected to Glashan • Hopewell 7/8 ENG/MFI/SE program relocated to Glashan • Centennial/Hopewell 4-6 MFI consolidated at Elgin

  20. Where Hopewell/OSCA Reps Stand • Opposed to both Scenarios A and B • Want to keep all 3 streams at Hopewell in some form, and have proposed a model that does that • Lots of discussion and debate ahead; we will have another community meeting soon after next meeting, early in June • We need your input on what trade-offs would be acceptable
