  1. NCDOT Certification Programs • NC Unified Certification Program (UCP) • NCDOT, RDU Airport, PTI Airport, Transit Systems, Rail, NCDOT sub-recipients, etc. • Minority and Women Business Enterprise (MB/WBE) • Ensures minority M/WBEs have the opportunity to participate in the performance of NCDOT contracts using state funding for design, construction, or maintenance of highways and road system (GS. 136) • M/WBE Certification combined with DBE certification. • Small Professional Services Program (SPSF) • NCDOT Prequalified professional firms that are less than $1.5 million in annual revenues. Primarily engineering and architecture services. • Small Business Enterprise (SBE) • Small businesses performing work for NCDOT Highway Operations that are less than $1.5 million in revenues (exclusive of direct costs). Types of work include rest area maintenance, mowing, road construction, etc.

Federal DBE Certification Facts • Federal DBE Program authorized by 49 CFR Part 26 • DBE is a program managed by USDOT (FAA, FTA, FHWA) recipients. • DBE Program covers transportation project design, construction, airport concessions, and procurement. • A DBE Overall Goal is established annually by each agency (recipient) • Annual DBE Overall Goal is a percentage of contract dollars • Contract goals set for each project to meet overall goal. • Factors considered in goal setting include: • Contract amount, types of work anticipated, # of certified DBE’s, types of work performed by DBE’s, past participation.

Federal DBE Certification Facts • A Unified Certification Program (UCP) covers DBE certification for all agencies receiving project funding from USDOT. • Airports (RDU, PTI, Charlotte-Douglas, etc.) • Public Transit (Winston Salem Transit, Greensboro Transit, etc) • NCDOT • NCDOT sub-recipients (municipalities, counties, etc.)

  4. DBE Certification Eligibility Eligibility criteria needed to prove qualification • Presumed disadvantaged Group? (minority or woman ownership) • Economic disadvantage? (PNW less than $750k, excluding equity of certified business and personal residence) • Majority ownership? (51% or more by a disadvantage person (s))

  5. DBE Certification Eligibility • Control? (Ultimate authority rests with disadvantage person) • Small Business? (meets SBA size standard) • Submit required documentation (tax returns, personal tax returns, incorporation documents, bank statements, loan documents, etc.)
