Vision & MISSION The National Youth Commission envisions itself as the Moving Force in Filipino youth development Mission Guided by its vision, NYC shall pursue the following thrusts: ■ Ensure the convergence of youth policies ■ Mobilize resources for youth development ■ Provide support to youth and youth serving organizations, and ■ Demonstrate and advocate effective programs, projects and practices in youth development

Services Being Offered By NYC Anchored on its vision, mission, and mandate, NYC’s core services are classifiedinto 3 areas: • POLICY DEVELOPMENT • COORDINATION OF PROGRAMS THAT PROMOTE YOUTH PARTICIPATION, • AND PROVISION OF TECHNICAL ASSISTANCE TO YOUTH AND YOUTH-SERVING ORGANIZATIONS Of the 3, COORDINATION OF PROGRAMS is considered as FRONTLINE because it opens windows of opportunities where the youth may avail of services as beneficiaries and partners • Specific frontline coordinated programs are: • Government Internship Program (GIP) • Youth Organization Registration Program (YORP) • Ship for Southeast Asian Youth Program (SSEAYP) • National Youth Parliament (NYP) • Secretariat Assistance to the Sangguniang Kabataan • National Federation • Other International Exchange Programs GIP and YORP are mandated regular programs that are not bound by specifications of external organizations and are year-round, and thus constitute NYC’s frontline services. SSEAYP, NYP, Secretariat Assistance to SKNF, and coordination of other international exchange programs are special frontline services, procedural application regular steps of which are dependent on external factors; however, NYC shall ensure that the application procedure shall be posted whenever the services are on-going.

  4. Frontline Services in the CENTRAL OFFICE Government Internship Program (GIP) What about the GIP? Being an advocate for youth participation, the NYC allocates budget annually for the implementation of the GIP to demonstrate the value of public service to the Filipino youth. The GIP is conducted every 2 months, with GIP trainees receiving a monthly stipend amounting to 75% of the lowest salary grade in the government (SG1). Who are qualified: All Filipino youth, 18-25 years old. When is the Service Available: - Monday to Friday - 9:30 AM to 4:00 PM - Application process for the GIP is usually undertaken during the 3rd and 4th weeks of the following months: February, April, June, August, October, and December. *As a matter of protocol, applicants with disabilities shall be prioritized in the queue How much cost is needed for the service: There are no fees needed in applying for the GIP.

  8. Frontline Services in the CENTRAL OFFICE Youth Organization YORP Registration Program What about the YORP? YORP is mandated under R.A. 8044 and provides the NYC information regarding the existence of youth organizations in a specific area. This emerging network of organizations is also tapped by NYC in its activities and receive periodic updates on youth activities. Who are qualified to register: All youth and youth-serving organizations in existence for at least 6 months. When is the Service Available: - Monday to Friday - 9:30 AM to 4:00 PM How much cost is needed for the service: There are no fees needed in applying for YORP. *As a matter of protocol, applicants with disabilities shall be prioritized in the queue

Performance pledge Being the agency tasked to ensure that the transition period for the emerging generations is rich with enabling experiences, NYC officials and staff commit the following alongside the intentions of this Charter: N - Nurture youth-friendly service delivery processes to show and inculcate in young people the value of transparency and a sensitive public service Y - Yearn for the feedback of clients in order to promote the principle of servant leadership C - Coordinate with concerned agencies in order to be updated with the new principles of delivering basic services C - Continue upholding positive values as civil servants A - Amend processes that need re-engineering R - Respond promptly to concerns that need immediate feedback E - Evaluate the procedures set in this Charter regularly S - Smile every time service is rendered and be proud of being of service to others We shall do our best in making this pledge happen guided by the spirit of genuine reform in the public service.   21. Feedback Mechanism Feedback mechanism You are the reason for the existence of this government office. Your feedback as the receiver of our service is important to us. The following procedures are available for this matter at no cost: • Written Procedure: • Feedback Forms are available from the NYC Guard. Please accomplish the form • Before leaving the office and submit it to the Public Assistance and Complaints’ • Desk at the Office of the Chairperson and CEO. Or you could drop the form • at the suggestion box located near the Guard on Duty. Should you prefer to submit it to the Public Assistance and Complaints’ Desk, the personnel assigned would be glad to receive your written feedback, initially assess it, and inform you of the actions to be taken. The Public Assistance and Complaints’ Desk is open Mondays to Fridays from 9:30 AM to 4:00PM Verbal Procedure: The NYC Hotline is (02) 749-9399 (telefax). It is also available from Monday to Friday, 9:30 AM to 4:00 PM. In the process of giving your feedback, the personnel receiving the call will have to ask some information for documentation purposes.
