  2. John Adams • Federalist • Came into a situation where France was upset with the US over Jay’s Treaty

  3. XYZ Affair • Adams wanted to meet with France • France sent low-level officials (X, Y, and Z) who demanded $250,000 to meet with the Director

  4. XYZ Affair • Led to a very Anti-French/Anti-foreigner feeling in the US…. Sound familiar?

  5. 1798 Alien and Sedition Acts • Paranoia about immigrants and foreigners led to stronger immigration laws

  6. Alien and Sedition Acts • Made it harder to become a citizen • 14 years of residence • Aliens could be deported at any time for any reason

  7. Alien and Sedition Acts • Anyone speaking against the government would be jailed • Federalist gvmt. Charged many Dem-Reps who protested

  8. Opposition to A&S Acts • Jefferson and Madison wrote the Virginia and Kentucky Resolutions • Proposed nullification: a state could decline to enforce any federal law if they didn’t like it.
