  2. DISCLAIMER This presentation is neither an endorsement or denouncement of the BOH products. It is simply a summary report on BOH v. TAVB compatibility testing and issues that would need to be addressed should BOH products be considered for deployment on a TAVB.

T-AVB MISSION STATEMENT • Provide Primary Strategic and Dedicated Sealift for the Movement and Operation within a theater of operations for a Marine Aviation Logistics Squadron (MALS) to support the rapid deployment of Marine Corps Fixed Wing (FW) and Rotary Wing (RW) aircraft units • Provide aviation intermediate maintenance repair capability that supports Aviation Combat Element (ACE) of a Marine Air Ground Task Force (MAGTF) or Security Cooperation (SC) MAGTF Source: T-AVB Yellow Book

  5. MISSION (cont) • Provide host MALS Support via FW or RW Facility Equipment (FE) contained in Mobile Facilities (MF) • To Provide Aviation Re-Supply via: • Load On/Load Off (LO/LO) • Roll-On/Roll-Off (RO/RO) • MARLOG • In-Stream Offload

OPERATIONAL ASSESSMENT OF BOH CONTAINERS • T-AVB operational assessment of the BOH containers • Existing shortfalls for T-AVB operations • Space constraints • Container limitations onboard the T-AVB • Ship Modifications required for existing containers • Potential mitigation plan to provide a viable solution • BOH redesign options • Possible MF / EPU module migration • Maintenance requirements for containers • CSC requirement • Corrosion Control issues • 990 issues...i.e....   8. Existing Shortfalls (cont) • Constraints • Containers are side opening modules not end opening • Current BOH configuration will require major ship modifications • Relocation of major supporting super structures.

  9. Existing Shortfalls (cont) • Container being lowered in to Hold 3 access area • Modifications to the existing Access modules will be required for use

Possible Solution • Potential mitigation plan to provide viable solution • BOH container redesign • Existing containers do not fit the T-AVB mission in an Operational mode • BOH containers need to fit the end opening style. But still allow for each individual Expeditionary Pack-up Units (EPU) to be easily installed and removed • BOH containers redesigned on Access Module style container allowing users to enter from the end and ease of installation and removal of individual EPU

Possible Solution (cont) • Possible MF and EPU migration • Current EPU units • 34 1/2” x 42” x 74” (L x W x H) • Only permit 50% of the internal space of a MF to utilized • Allows for only (6) EPU along one side only • Build EPU units that are 34 ½” x 32” x 74” • Allows drawers to be fully extended • Allows for (6) units along one side and (4) additional units on the opposite side • Build an embedded track or rail system into the floor with an EPU locking system. Allows for easy maneuvering of fully loaded EPU units. SU-12 with Ten Smaller EPUUnits on an Embedded Rail

  12. Possible Solutions (cont) • Mobile Facilities provide • Lighting • Controlled environmental conditions • Work Space • Current Mobile Facilities can be easily reconfigured to accept modules • SOMF-C allows placement of modules and retains end access capability.

Maintenance • Observed maintenance requirements • Corrosion Control • Scheduled and unscheduled • Patch repair • Gusset repair • CSC inspection • BOH containers with the exception of electrical will have the same maintenance as a MF • MF’s are a DoD program of record, what will be the funding source for BOH maintenance, parts and life cycle costs?

HULL LIFE /POM CYCLE • SS Wright (T-AVB 3) 1970 / SS Curtiss (T-AVB 4) 1969 • 50 year Hull Life • Usable life expires 2019 and 2020 respectively • Hull life not extendable • T-AVB relevance in MALSP II • Program Objective Memorandum (POM) decision by 2012 to influence 2016 funds • Later decision will surpass existing hull life

  15. MPF(F) Compatibility • With the TAVBs nearing their end of life, are there issues related to embarking BOH units with the TAVB-like capability being planned for MPF(F) ships? • Space constraints • Accessibility • Footprint • Macro cargo movement (containers) restrictions
