  3. Format and Content • The World Bank and UN co-chair the SC • Combination of plenary and breakout sessions • Main plenary in Khartoum, breakout sessions in Khartoum/Juba • Sessions chaired by GNU/GoSS and by donors • General Pledging Session: • donor commitments to overall recovery and development assistance • including funding through the two MDTFs • for 2007-2008 • Review of: • Recent progress in recovery, economic, social and institutional developments • political and security areas • government’s plans and budgets for 2007

  4. Topics for Khartoum • Progress on CPA (and DPA?) Implementation (Commissions; SRSG report; AEC report) • Update on Darfur JAM • Public Expenditures Management and Allocations (including oil sector transparency) • Poverty/ MDGs Update • Topics for parallel sessions: • Implementation of CPA in the 3 Areas • Agriculture – gum Arabic, possibly also exchange rate impacts • Telecommunications – Issues and Options • GNU Intergovernmental Transfers, FFAMC, State Case Studies • DDR • Side Meeting: Multi-Donor Trust Funds

Topics for Juba • Summary of Discussion of MDTFs’ Progress Report • Progress on GOSS Commitments on Public Financial Management • Intergovernmental Relations, Payroll And Budget • Summary of Donor Assistance (Results Matrix) • Recovery needs, UN plans, achievements and challenges • Topics for parallel sessions: • Private Sector Development • Health • Education • Infrastructure

Documents: • Government’s Report on Progress: GNU/GoSS • Staff Assessment: World Bank, UN and IMF • Progress Report on MDTF Performance: World Bank • Participants and Target Audience: • High level representatives from GNU, GOSS, donor agencies, the UN, AU, WB, AfDB, and IMF, CSOs • Broad participation by line ministries and civil society (and parliamentarians)

  7. Organization and Responsibilities • World Bank and UN jointly responsible for organizing • Government responsible for reports, presentations on progress • UN, WB and Donors to co-organize specific sessions (working with government counterparts) • World Bank and UN will co-host events • Pre-meetings to agree on topics and finalize the agenda • Invitations jointly by WB VP for Africa and UN SRSG, by Sep. 25 • Documents circulated by GNU/GoSS and WB/UN/IMF by Oct. 7 • Joint communiqué issued by WB, IMF and UN after SC.

Next Steps • As detailed in Concept Note, need to: • Agree on venue and dates • Decide on focal points in GNU/GoSS for managing govt. roles • Finalize agenda and topics for inclusion • Decide on focal points in UN/WB/Donors to organize sessions • Agree on WB and UN distribution of responsibilities, events, etc. • Begin preparation of documents • Other?
