Overview • Commercial copy is delivered to TV3 and 3e either via one of the approved digital delivery providers or on DigiBeta tape. • This document outlines the specifications set by Tv3 and 3e for commercials and sponsorship content delivered for transmission. • Commercials that fail to comply with this specification may be rejected. • Where the failure relates to loudness, TV3 and 3e reserves the right to effect an overall level correction to the commercial in order to bring the audio within the defined specification.

  3. VIDEO Standard Definition Commercials must comply fully with the 625/50 digital component video standard conforming to ITU-R BT.601 ( Rec. 601 ) and will be compatible with the relevant sections of the EBU document “EBU Tech 3267”. Video Format Illegal Colours Due care should be taken to avoid illegal colours ( gamut errors ), particularly in relation to captions and graphics included in the commercial. Tolerances are outlined in EBU document R103-2000. Safe Area Commercials will be delivered in 16:9 full height anamorphic format. Images including Graphic and Text content will be framed to protect the central 4:3 zone (i.e. “4:3 safe” ) Line 23 WSS data ( widescreen signalling ) should not be present on line 23.

  4. Conversions Where content has been converted from another standard, the converter used should be of a quality to minimise conversion artifacts. Text Height Text height on commercials should be at least 16 lines. Audio Stereo Tracks 1 + 2 Audio shall be provided on tracks 1 and 2 as stereo or dual channel mono. Tracks 3 and 4 shall carry the same content as tracks 1 and 2 or remain mute.

  5. ITU-R BS1770 In line with the BAI requirement TV3 has adopted a revised QC process which will assess loudness as per the ITU recommendation BS1770. Metering should comply with the specifications detailed in the ITU document ITU-R BS1771. PPM 6 Max. Peak levels shall not exceed 6 on a BBC type II PPM ( +8dbu ), or -10dbfs as measured on a compatible meter with PPM characteristics Line Up Tone Audio Line up / reference tones will adhere to the sequence outlined in appendix 1 with ref. tone at –18dbfs. Ch.1 will be interrupted to ident it as LEFT. G.L.I.T.S. tone is also acceptable.

  6. Key Audio Audio on the commercial will follow the guidelines in appendix 1, i.e. the first and last 12 frames of the commercial shall carry no dialogue or other “key audio”. Background effects or music are acceptable. Delivery Levels Please note that TV3 and 3e expects delivery of commercials at “Post House” levels (peaking up to PPM 6 ) Time-Code VITC Vertical Interval Time-Code will be present on Lines 19 / 21 and 332 / 334.

  7. This T/C will be locked to video and will be continuous from the start of the tape or start of the delivered video sequence, i.e. to include line-up and clock. Where separate T/C is incorporated into the digital stream this T/C will be locked to and identical to the VITC. DigiBeta T/C Where content is delivered on DigiBeta, time code matching the VITC must also be provided on the time-code track. Photosensitive Epilepsy Photosensitive Epilepsy – Flashing Images: Use of flashing images and repetitive patterns should be limited in line with international guidelines, to protect those viewers susceptible to photosensitive epilepsy. All commercial should adhere to the recommendations in ITU-R BT.1702.

  8. Delivery: Digital Delivery Delivery will be either via one of the established digital delivery providers or on DigiBeta tape. DigiBeta is the only tape format we accept. DigiBeta For tape, a line-up signal ( 75% Bars / Tone at –18dbfs ) and an identification leader incorporating a countdown clock is required prior to the commercial – see Next Page. For digital delivery the line-up signal may be omitted. Commercial Clock Numbers Clock Numbers can have a maximum of 15 characters

All copy rotation instructions for TV3, 3e and Universal should be sent directly to:Traffic@TV3.ie The Channel(s) must be clearly specified on all instructions • The Advertiser and Product must be clearly identified on all paperwork and should also contain the following information: Product Clear and concise rotation instructions Copy Identification Commercial Durations Clock No. Date of First Transmission Voice Over Indication if music is involved All Instructions or changes given by telephone will require written confirmation. Commercial Delivery Requirements All copy must be delivered at least 3 working days prior to transmission The preferred method of delivery is electronically via Adstream or IMD If you are sending a tape :     For TV3 and 3e send 1 copy (to be shared) to the Traffic Department, TV3 Television Network, Westgate Business Park, Ballymount, Dublin 24 For Universal send 1 copy to NBCU Channel Coordinators, Building 12 Chiswick Park, 566 Chiswick High Road, London W4 5AN Please note when sending a commercial tape to Universal, ONLY one commercial per tape is accepted

Commercial Approval – Universal • Copy for Universal needs to be approved by Clearcast Contact Details: 00 44 207 339 4700 In some cases copy is eligible for local approval. i.e. • Where copy has Clearcast approval but has been slightly modified to include local information, phone numbers, websites or Irish Voice Overs. • Where the products or services being advertised are Irish and only being advertised in the Republic of Ireland. • Commercial Approval – TV3/3e TV3/3e require copy submission seven working days prior to transmission.
