Broadband development policy (1) Latvia’s policy for broadband development is envisaged in Next Generation Network Conception (NGN Conception) 2013-2020 The NGN Conception furthermore aims: to reduce the "digital divide" between rural and urban areas through the creation of access points throughout Latvia, from which service providers in rural areas provide the last mile infrastructure to the end-user

  3. Broadband development policy (2) • Latvia with its capital Riga is in the 1st place in EU in thepercentage of total population living in the metropolitan area of Capital (52%)

  4. Broadband development policy (3) • GDP concentration in Riga region • Latvia with its capital Riga is in the 1st place in EU in the percentage of total population living in the metropolitan area of Capital >70%

Broadband development policy (4) In order to reduce the "digital divide" between rural and urban areas Latvia is implementing the project «Next generation network for rural areas» (State aid program SA.33324) Project implementation is divided into two phases: • Act. 3.2.2.3. Provisionof equal access opportunities to electronic communications services in the whole territory of the country (development of broadband network)(2007-2013Phase I is completed) • SO 2.1.1. To improve the availability of infrastructure of electronic communications in rural areas (2014-2020Phase II on-going)

Broadband development Phase I (1) (2007-2013 planning period) • Based on principle of technological neutrality broadband infrastructure has been constructed in 131 white areas: • 1813 km of fiber lines (commercialized 1077 km) • ensured connection for 177 optical network access points (agreed with local municipality) • Total budget – 26,4 mln euro: • ERDF 23,0mln euro • LVRTC – 3,4 mln euro

  8. Broadband development Phase II (1)(2014-2020 planning period) Optical Network Steering Committee on the 23.02.2018. approved: • White areas (Parish) – 228 • White areas (Villages in gray Parishes) -150 • White areas (ISP PoP - operators’ network nodes) – 73

Broadband development Phase II (2)(2014-2020 planning period) The aim of Phase II is expansion of the broadband infrastructure network to more remote areas Key indicators of SO 2.1.1. • Increase in the number of households with access to broadband services with data rate of at least 30 Mb/s – 83 800 (in 2023). Number of household will be revised according to The Central Statistical Bureau data • Households in rural areas with broadband access with a minimum of 30 Mbps data transfer rate - 206 000 (in 2023).Number of household will be revised according to The Central Statistical Bureau data • Share of subscriptions with at least 30Mbps - 75% (in 2023)

Broadband development Phase II (3)(2014-2020 planning period) Planned result: • broadband infrastructure will be constructed in 152 white areas • 2121 km of fiber lines • ensured connection for 159 optical network access points Total budget – 46,7mln euro: • ERDF 39,7 mln euro • LVRTC 7,0 mln euro

  11. Broadband development Phase II (4)(2014-2020 planning period) Phase II progress: • 5 contracts (Design&Build) signed with total budget 37,5 mln euro • Constructed fiber lines – 200 km • Completedtech.projects – 1385 km Phase II will be completed till 31.12.2020.
