Wireless Telecommunications Bureau License Conversion • New radio service codes will be assigned to the licenses • BR: Broadband Radio Service • ED: Educational Radio Service • BRS/EBS site-specific licenses will be converted to geographic licenses • 35 Mile PSA: Converted to P35 GSA based on PSA coordinates • BTA and Partitioned Licenses: Converted to geographic license with a BTA market and submarket

Wireless Telecommunications Bureau License Conversion (Continued) • Geographic license will list GSA and channels • Technical information for main/booster/ hub stations that requires individual licensing will be added to the associated geographic license • After conversion MDS/ITFS site-based licensing data can be found in ULS archive

Wireless Telecommunications Bureau Application Conversion • Applications will be entered into the new ULS environment with BR/ED service codes • Pending applications will remain active on ULS with old service codes until they are re-entered • Applications will retain original file number and receipt date • Purpose may be changed from New with an associated call sign to Mod of the converted GSA call sign • Previous versions of the application remain on ULS in an inactive status

Wireless Telecommunications Bureau Application Filing • ULS July 2005 Edition forms are required • Applications filed on correspondence or old forms will be dismissed • Electronic filing through ULS License Manager is mandatory • STAs must be filed manually on a Form 601 • Other manually filed applications in these services will be dismissed • BRS/EBS applications will be subject to the unified dismissal policy for Wireless Services

Wireless Telecommunications Bureau Application Filing (Continued) • Form 601 has been modified to accommodate these services • Questions have been added to the Main Form and Schedule D • A new Schedule E has been added • Online Filing can accept BRS/EBS modifications to: • Add or change channels and channel plan on the geographic license • Add or modify site specific technical data for facilities meeting one of the 4 criteria that requires a specific license

Wireless Telecommunications Bureau Application Filing (Continued) • The Form 603 can be used to partition & disaggregate a geographic license • A BTA license may be partitioned by county or undefined geographic area • A P35 license can only be partitioned by an undefined geographic area • New leases should be applied for using the Form 603T • Only GSA call signs should be listed • Lease start and end dates must be included

Wireless Telecommunications Bureau After Conversion • Licensees should review their information on ULS through application and license search to ensure that stations are converted correctly • License Search, Application Search, ULS Archive Search, and Online Filing can be accessed from the ULS homepage at http://wireless.fcc.gov/uls
