EU Seveso II Scope I Scope: establishments where dangerous substances are present in excess of some specific quantity thresholds • Establishments: the whole area under the control of the Operator where dangerous substances are present • Operator: operates/holds the establishment or has decisive economic & executive power in technical operation

EU Seveso II Scope II • Presence of substance: actual, or anticipated or may generated during loss of control in an industrial process (raw material, product, by product, residue, intermediate, or those to be generated in an accident) • Dangerous substance: a substance or mixture or preparation listed in Annex I of Seveso II

  17. Seveso II substancesclassification • Seveso II substances and preparations are currently classified according to following Directives, as amended: -Dangerous Substances Directive-DSD, 67/548/EEC - Dangerous Preparations Directive DPD, 99/45/EC

  18. Seveso II substancesclassification • Seveso II substances and preparations, after 2015, will be classified according to the new EU Regulation 1272/2008/EC as amended • Annex VI of the above Regulation includes Seveso II substances with harmonized classification

  19. Seveso II substancesclassification Special cases (e.g. wastes) and mixtures that cannot be classified conventionally: their classification is done by EU legislation pertinent to their nature (e.g. EU Waste Code)
