Case I : Gender Mainstreaming when the Government is not on Board • TTL, Country Director, and Lead Economist are open to gender mainstreaming and aware of gender issues in the country • Gender Focal Point and LAC Gender Team prepared a report summarizing gender issues and suggesting lines of action • Gender Focal Point organized a consultation process with civil society and different government agencies before preparing the report • During both the Concept Review and ROC Review, peers express the need to include gender issues However, • Government is resistant and does not endorse the Bank’s diagnostics on gender issues How can we get the Government on board?

Case II : Making the Case for Gender Mainstreaming in a Results-Based CAS to the TTL • Gender Focal Point and LAC Gender Team prepared a report summarizing gender issues and suggesting lines of action • Gender Focal Point organized a consultation process with civil society and different government agencies before preparing the report • There are gender equality indicators and analytical work available for the country However, •TTL is leading a CAS for the first time and is ambivalent on gender issues How to make the case for gender mainstreaming to the TTL?

Case III: Making Sure Outputs are Gender Sensitive • TTL, Country Director, and Lead Economist are open to gender mainstreaming and aware of gender issues in the country • Gender Focal Point and LAC Gender Team prepared a report summarizing gender issues and suggesting lines of action • Gender Focal Point organized a consultation process with civil society and different government agencies before preparing the report • There are gender equality indicators and analytical work available for the country However, • CAS outputs do not reflect gender mainstreaming How to ensure that Results-Based CAS’s outputs are gender sensitive?

Case IV: There is little statistical data on gender issues in the country and limited WB experience • Examples: Haiti, Guyana, Paraguay, and Afghanistan • TTL, Country Director, and Lead Economist are open to gender mainstreaming and aware of gender issues in the country • Gender Focal Point finds it difficult to prepare a report summarizing gender issues and suggesting paths of action due to lack of data • There are not enough gender equality indicators for the country and the Bank has not conducted recent analytical work What should be the strategy of the GFP ?
