MINISTRY OF ENVIRONMENT AND FORESTRY (MoEF) IN TURKEY • The first institutional environmental activities had started with the establishment of Undersecretariat for Environment in 1978. • Turkish Environmental Law was issued in 1983. • The Ministry of Environment was established in 1991. • Ministry of Environment has been merged with Ministry of Forestry in 2003. • MoEF has overall responsibility for monitoring and control of activities that has impact on environment. • MoEF is also responsible for coordinating the environmental chapter of EU legislation.

MINISTRY OF ENVIRONMENT AND FORESTRY IN TURKEY • In practice responsibilities for the implementation and enforcement of environmental legislation is spread among a number of institutions at national, provincial and local (municipality) level. • The MoEF plays a crucial role in monitoring and control of activities that have environmental impacts, together with other Ministries and Governmental Institutions like State Hydraulic Works (DSI), Ministry of Health, Municipalities, etc.

  6. ENVIRONMENTAL PERMITTING • Currently Turkey does not have an integrated environmental permitting system. Existing environmental permits, which are media based, are issued and controlled by MoEF, provincial directorates of MoEF and municipalities. • Turkish Environmental Agency which is planned to be established in near future, will begin to implement the integrated permits.

ENVIRONMENTAL INSPECTIONS • Turkey has an Integrated Environmental Inspection System. • The Environmental Inspection Regulation has been issued in 2002 and afterwards an inspection department has been established in MoEF. • Since 2003, integrated environmental inspections, which are very in accordance with the Minimum Criteria of IMPEL, are implemented all over the country by the inspection department. • Also media based inspections are implemented by the provincial directorates of MoEF.

  8. “Developing Capacity In Implementation And Enforcement in Turkey Through The Ac-Impel Network” Project • In order to develop the institutional capacity of Turkish Environmental Compliance System in accordance with EU criteria, IMPEL Project has been realized under 2002 Financial Cooperation Programme between January 2004-November 2005. The achieved results of the project are as follows: • Preparation of a detailed report on the legal and institutional arrangements for environmental inspection and enforcement in Turkey, • Technical Support for Legal and Institutional Reconstruction

Developing Capacity In Implementation And Enforcement in Turkey Through The Ac-Impel Network” Project • Training Activities and Accreditation Programme for Inspectors, A total number of 110 inspectors from ministry, provincial directorates and municipalities have been trained under the project. • Pilot Project of Best Practice in Enforcement Three companies from different sectors in Tekirdağ, which is one of the most industrialized provinces of Turkey, have been selected for implementation of Best Practices in Enforcement.

Consequently MoEF is planning to establish Turkish Environmental Agency in near future.
