Progress Update Each operator will outline the progress they have made since the last meeting on 12th November 2008 These include: • New products and services (e.g. BlockIT, Kidsafe) • Numerous consultations with the leading local and world experts on child protection (e.g. Dr Minton author of ‘Cyber Bullying: The Irish Experience’ ) • Financial support and sponsorship for iniatives such asISPCC’s Childline onlineand Rehab’s “Heads Up” service Confederation House | 84/86 Lower Baggot Street | Dublin 2 | Ireland

O2 Block It • New service from O2 to help combat bullying on mobile phones • Allows O2 customers to block unwanted text, picture and video messages from other mobile phone numbers • Free of charge • Can block messages sent from any Irish mobile network • Works on any mobile handset Confidential

O2 has also introduced the Firefly phone into range of devices Designed from parent’s point of view Protected by a parent assigned PIN which allows parents to enter up to 22 trusted numbers including speed-dial for ‘Mum’ and ‘Dad’ Screening option ensures that children only receive calls from contacts in their phonebook No texting or internet access capability on Firefly phone Firefly Phone in O2 Stores Confidential

PR and Marketing • Block It and Firefly announced to Media and stakeholders including Government, Children’s Charities, Parents Groups, Teachers Unions, Anti-Bullying Centre, Office of Internet Safety and Internet Advisory Board etc • Working with National Centre for Technology in Education to promote Block It to schools • Using O2 marketing channels to promote Block It such as Information leaflet in store, Balance on Screen message, blogs, a dedicated section on Block It on www.o2.ie, various online channels including social networking sites like Bebo, and information in O2 customer magazines • National and regional PR campaign Confidential

Dealing With Bullying - Issues • Vodafone has consulted widely with the leading local and world experts on child protection and has developed its plan based on this advice • In particular, Vodafone has consulted Dr Stephen Minton who is one of the foremost authorities on cyber bullying and author of ‘Cyber Bullying: The Irish Experience’ and ‘Dealing With Bullying In Schools: A Training Manual for Teachers, Parents and Other Professionals’. • From research we can see that parental controls on personal messages are suitable only for very young children. Children of 13+ are fiercely defensive of their privacy. • Bullying incidents work cross-platform, in the real world and in the virtual world. Texts are only a symptom. Solutions should be broader than simply technical. • We can see from internet filtering that users find work-arounds. The ability to control usage of internet/phones increasingly problematic – technical solutions are limited in the absence of a wider awareness programme.

Vodafone’s Criteria for Anti-Bullying Measures • They must work and be easy to use • They should not usurp the role of parents or be regarded as oppressive by teens • They must be provided free to users – should not require the expense of a new handset. • They should primarily be aimed at helping older children – teens – most at risk from serious bullying • They must be appropriate for both parents and children and preferably involve parent and child jointly setting up controls • They must not create an opportunity for further bullying • They should be available on as wide a range of handsets as possible • They should not undermine the usefulness of mobile phones • Should form part of a credible policy on child protection and be adaptable for future developments • Preferably, they should be able to evolve and help inform more sophisticated solutions

Vodafone’s Anti-Bullying Plans – A Multi-Layered Approach • Early school year - launch a simple, configurable blocking tool (for children and parents) • Provider is an innovative Irish company - the first generation of a response to bullying • Work across wide handset range & not be apparent to the casual eye • Crucial - simultaneous anti-bullying action plans for children, parents and schools. • Innovative research project into anti-bullying strategies scientifically guided by Dr Minton supported by Vodafone. • Work with industry and institutions to provide an advice resource for teachers, TeachToday. • Followed by family website for all Vodafone users - provide support & advice for those caring for children. • The Vodafone Foundation has provided €50,000 to the ISPCC’s Childline Childline online - dealing with teens and bullying launched by Minister for Children Barry Andrews.

Progress since last meeting - External Meteor has continued to engage with experts in the bullying arena: Barnardos Anti-Bullying Centre, Trinity College Dublin National Centre for Technology in Education (NCTE) Meteor has continued to engage with solution providers: Language algorithms SIM based applications Handset based applications Network based applications PRESENTATION NAME

Progress since last meeting - Internal Set of minimum criteria regarding our requirements was agreed Budgetary approval was secured from the Senior Management Team A “Request for Tender” is now to be published Running parallel to this process we took the decision to continue our sponsorship of Rehab’s “Heads Up” service. The service is free to all users of all mobile networks and provides support on a range of teen issues PRESENTATION NAME
