COMPARISON BETWEEN PROMOTION & RECLASSIFICATION PROMOTION RECLASSIFICATION • refers to advancement from one position to another with an increase in duties and responsibilities and usually accompanied by an increase in salary. • promotion may only be resorted if there is a vacant item due to retirement, promotion, transfer, etc. • refers to the change in the position title requiring the issuance of an appointment with a corresponding increase in rank and salary. • shall apply only to filled regular position in the national government (NBC 2005-5)

PROMOTION RECLASSIFICATION • there is a resulting vacancy of an item once a promotion occurred. • Needs three (3) rating period from the last appointment • there is no vacant item once the item is reclassified. • Reclassification may only be allowed after three (3)consecutive years of at least VS or two (2) consecutive years of Outstanding Performance from the effectivity of the latest appointment

  5. PROMOTION RECLASSIFICATION • Education • Teacher II / Teacher III/ HT/ Principal I BSEE/BSE or Bachelors Degree w/ 18 Professional Educ. Units • Education • Teacher II BSEE/BSE or Bachelors Degree w/ 18 Professional Educ. Units + 20 MA units • Teacher III/HT BSEE/BSE + MA Equivalent • Principal I BSEE/BSE + Master’s degree in the field of administration, supervision, leadership or management.

  6. PROMOTION RECLASSIFICATION • Education • Principal II-III-IV Bachelor’s degree in Elem. Education or Bachelor’s degree w/ 18 professional education units with 6 MA units. • Education • Principal II BEE/BSE + Master’s degree plus 6 doctoral units • Principal III BEE/BSE + Master’s degree plus 12 doctoral units • Principal IV BEE/BSE + Master’s degree plus 24 doctoral units

  8. An approved ERF is needed for both Promotion and Reclassification. However, in some meritorious cases, a teacher without an approved ERF may be promoted to a vacant Teacher II or Teacher III position using the school/District Ranking.

  9. Who may apply for reclassification? Teacher I or Teacher II with at least 3 years experience as permanent in the current position may apply for Teacher III/SPED provided they are holder of approved ERF Teacher III with atleast 3 years experience in current position andwith an approved ERF as Head Teacher I-III may apply for reclassification to Head Teacher I (Ladderized) Teacher III with atleast 3 years experience in current position andwith an approved ranking for Master Teacher may apply for reclassification for Master Teacher I

  10. Who may apply for reclassification? Head Teacher I, II, III, Master Teacher I and Principal I, II, or III with at least 3 years experience in current position may apply for reclassification to next higher position. (Note: Head Teacher to qualify for reclassification must be performing as school head)

Requirements for reclassification (SPED TEACHER, HEAD TEACHER & MASTER TEACHER) • Recommendation Letter from school head • Recommendation from the SDS • Form 212 • Latest Service Record • Latest approved school ranking • Performance Rating for the last 3 years signed by SDS • Approved ERF for SPED & HT/ Ranking for MT • Authenticated TOR and Curriculum • Plantilla with the name and item no. of the position to be reclassified • Position Description Form (PDF) • SREAT/List of teacher per subject area (Secondary: HT/MT) • Approved Class Program (For Master Teachers)

Requirements for reclassification (PRINCIPAL) • Recommendation Letter from the PSDS • Recommendation from the SDS • Justification for the reclassification of position • Latest approved division ranking • Certification of non-availability of item • Position Description Form • NEAP Certification as to the result of NQEP taken and Basic Training Course for School Heads attended. • Certificates/Proofs of Outstanding Accomplishment • Form 212 • Latest Service Record • Performance Rating for the last 3 consecutive years signed by SD • Ranklist for the current year • SREAT/DREAT for the current year • Authenticated TOR and Curriculum • Plantilla with the name and item no. of the position to be reclassified • List of teachers under supervision w/ their respective plantilla item number

Requirements for reclassification (PRINCIPAL) • EXCEPTION TO (NEAP CERTIFICATION) “APPLICANT MAY ALSO BE ALLOWED PROVIDED THE APPLICANT HAS SUPERIOR QUALIFICATIONS SUCH AS”: • THE LAST 2 SCHOOL YRS BASED ON ANY THREE(3) OF THE FF: • a) National Achievement Test • b) Completion rate • c) Cohort survival rate • d) Drop Out Rate • e) those who achieved the maturity level of SBM practice and Level III accreditation introduced, adopted and/or implemented innovations 9n curriculum instructions (i.e. Outstanding Accomplishment) certified by the Schools Division Superintendent.

  16. EQUIVALENTSRECORD FORM(ERF)

What is an Equivalents Records Form (ERF) It is a document indicating the educational preparation, training, teaching experience, and extra-curricular activities for professional growth undertaken by a teacher. It is used to validate the classification level of teachers (NBC 2004-1) It is necessary that this document is evaluated properly as it is the determinant factor in the allocation of the teachers salary range.

  18. Steps in Processing the ERF: • Identify the position for which an Equivalents Records Form is submitted. Determine the classification level to which it belongs. • Note the credits claimed for: 1. Educational Attainment 2. Length of service rendered in public/ private schools 3. Professional activities/Training • Only properly supported claims are to be credited

  19. Required Supporting Documents: 1. Educational Attainment– supported by original transcript of records, special order/ certificate of graduation or diploma. In case of partial units earned, an original certification signed by the registrar should be submitted. For those claiming M.A. Equivalent, a certification from the school concerned as to the number of units required for the degree program the teacher is pursuing should likewise be submitted. This must be supported by a curriculum/ prospectus for the degree/program

Length of Teaching Experience– original copy of the teachers service record duly certified by the Administrative Officer of the division/ or Original Certificate of Employment from Private School 3. Professional Activities– original certificate of completion of training or certificate of attendance signed by the director of training or seminar and source of authority for holding the activity. (Division, Regional & National Levels only)

  21. How to Compute Credit Units for Teaching Experience Teaching experience shall be based on the teacher’s Service Records. Only teaching service with pay shall be credited. Leave of absence without pay shall not be considered for paid service in public schools. 1 unit = for every 3 years service in public school 1 unit = for every 5 years service in private school

  22. DECS Order No. 52, s. 1999, particularly paragraph 4 “ Computation of the length of service shall include only the years of teaching experience which were not credited in the computation of step increment due to length of service as provided under Joint CSC-DBM Circular No. 1, s. 1990.

How to Compute Credit Units for Training : • Only Professional Activities on the national, regional and division levels shall be considered for credits. 24 hours = 1 unit A maximum of Five (5) units is allowed to be charged to Training/Professional Activities • Only teachers with at least very satisfactory (VS)performance for the last 2 semesters should be recommended for upgrading. The latest performance rating should be indicated on the ERF.

  24. RANGE ASSIGNMENT BEE/BSE + 20 MA units = Teacher II MA Equivalent/Degree = Teacher III/HT1 MA Equivalent refer to: CAR + Training + teaching experience (or plus additional 2 subjects in cognates) Masteral Degree/units must be related to teaching

Requirements for ERF • Duly Accomplished ERF • Authenticated Transcript of Records • Permit to Study or justification letter for those w/o permit • Latest Service Record • Performance Rating for the last 2 rating period • Authenticated Certificates on in-service Training (At least Division Level)

Requirements for ERF(TEACHER III, SPED/HEAD TEACHER) • RECOMMENDATION FROM THE SCHOOL HEAD/SUPERVISOR • 4 COPIES DULY Accomplished ERF • 2 PHOTOCOPIES UPDATED SERVICE RECORD • PERFORMANCE RATING FOR THE LAST 2 RATING PERIOD • 2 COPIES APPROVED SCHOOL CURRICULUM (AUTHENTICATED BY THE SCHOOL REGISTRAR) • 2 PHOTOCOPIES TRANSCRIPT OF RECORDS (AUTHENTICATED BY THE SCHOOL REGISTRAR)

  27. Requirements for ERF(TEACHER III, SPED/HEAD TEACHER) • 2 PHOTOCOPIES APPROVED STUDY PERMIT • LETTER OF EXPLANATION FOR THE DISCREPANCY OF PERMIT TO STUDY AND TOR/JUSTIFICATION FOR W/O PERMIT • 2 COPIES CERTIFICATE OF COMPLETE ACADEMIC REQUIREMENTS (CAR) (AUTHENTICATED BY THE SCHOOL REGISTRAR) • SUMMARY & CERTIFICATES OF SEMINARS AND TRAININGS ATTENDED (atleast division level) • FOR GRADUATE OF MASTER’S DEGREE: • 1 HARD BOUND COPY OF THESIS • 2 PHOTOCOPIES OF DIPLOMA (AUTHENTICATED BY THE SCHOOL REGISTRAR)

  28. Requirements for ERF(TEACHER III, SPED/HEAD TEACHER) • FOR GRADUATE OF MASTER’S DEGREE: • 1 HARD BAOUND COPY OF THESIS • 2 PHOTOCOPIES OF DIPLOMA (AUTHENTICATED BY THE SCHOOL REGISTRAR) • NOTE: ALL PHOTOCOPIED DOCUMENTS MUST BE CERTIFIED BY THE SCHOOL HEAD

Requirements for ERF (TEACHER II) • RECOMMENDATION FROM THE SCHOOL HEAD/SUPERVISOR • 4 COPIES DULY Accomplished ERF • 2 PHOTOCOPIES UPDATED SERVICE RECORD • PERFORMANCE RATING FOR THE LAST 2 RATING PERIOD • 2 COPIES APPROVED SCHOOL CURRICULUM (AUTHENTICATED BY THE SCHOOL REGISTRAR) • 2 PHOTOCOPIES TRANSCRIPT OF RECORDS (AUTHENTICATED BY THE SCHOOL REGISTRAR) • LETTER OF EXPLANATION FOR THE DISCREPANCY OF PERMIT TO STUDY ANDTOR/JUSTIFICATION FOR W/O PERMIT
