Tuscany Region • 10 Province • 287 Municipality • 3.650.000 inhabitants Florence Municipality • 369.321 inhabitants (and the double in the city every day) • 183.259 household which 83.469 maden by just one member • 102.276 kmq THE STRATEGIC APPROACH The structural plan (SP) The SP is a territorial planning instrument that answer to a general planning process: • structural as strategic vision of medium-long terms • operational as a practical result in defined and localized area of the strategic choices The on going process of the new SP is to create an instrument of strong policy. The result = achieve the basis of the city of tomorrow with reference to the interdisciplinary approach that summarize the contribution of many knowledge and several point of view

The IDEA of the SP Unlock the potential : regeneration environmental physical socio-economic The key words: • MOVE (integrated mobility system/high speed/metropolitan track/tramway/public tracking/through urban/new road system/park and ride/parking problems/airport/by feet and by bike/back to Arno river) • LIVE (the challenge of the green city/ten minutes from home to park-square-garden/transformation-metamorphosis/social housing/energy efficient housing) • USE THE CITY (a more nice-proper and safe city/disseminating quality/sport for all/ the <Theme Park> project/from a re-creation city to a creative city) • PRODUCTION VERSUS INCOME (innovation and valorization/hospitality) • FLORENCE HINGE OF THE METROPOLITAN AREA AND PORT OF TUSCANY TOWARDS EUROPE Not a plan for the city and its citizen but a plan with the citizen for the city: the TOWN MEETING PLAN – Open the city: the citizen express themselves on the structural plan

Exchange of experience and opinion & analyses of similar and different countries : base of work Sharing a metropolitan strategic planning Since the 1990 Florence has been reported as one of the metropolitan city by national law but in the florentine area – such as in the other cities in Italy - has not been started the constitutive path yet. Work together : the idea to achieve the best result and to create the best result in the operational programme how to be sure to be on the correct process? The worktable of the “Area Vasta“ (Big Area) manged by the Province of Florence and the constitution of the Firenze Futura Association (before Firenze 2010). What is Firenze Futura? It is a no profit organization, inspired to concertation principles with the aim to develop and encourage the sustainable development planning in the florentine area and realize a common Strategic Plan. Until some month ago, it has been managed by the Municipality of Florence and formed by the municipalities of the metropolitan area, the Province of Florence and the Tuscany Region and supported by several stakeholders = a special Local Support and working Group. The challenge of comparison to grow and get stronger: the worktable in Europe Joining forces project – URBACT programme:explore how strategy making and governance arrangements at city-region scale can help to effectively address the main challenges faced by urban Europe: competitiveness, cohesion, and sustainability. 7 partners plus the lead project, the Agence de Développement et d'Urbanisme de Lille Metropole and the analyses of 7 themes on the basis of practical examples (case studies)

Sharing a Structural Plan After the experience of sharing a strategic plan, it is still a priority to promote and to advantage the coordination to avoid the overlap, to optimize the process and to save the impacts even using different instruments and modality. The limit of the previous experience is more links to the nature of the association (without any power) more than the theme and the modality of debate. This is one of the reason why the Municipality of Florence decided, last summer, to stop the role of leader in the Association and to ask for make the Province of Florence to keep the role of coordinator as in the worktable of the <Area Vasta>. What is it necessary now? To ensure an effective government of the fundamental phenomena for the metropolitan area already start in these last years even thanks to some integrated forms of management of public services (such as public transport and waste). Now it is not anymore enough: it is necessary a wider analyses that involve the territorial planning with a definition of shared strategies. the new role of Florence : hinge of metropolitan area its new structural plan (in writing and approval) needs to be the basis for the training of a common Structural Plan of the metropolitan florentine area. How to get this so important goal? Working together and make experience of common management. How to achieve the result expected from the SP of Florence? How to unlock the potential regeneration? A first step: use the potentiality of common project.

Sharing a Common Project : PIUSS LA CITTA’ DEI SAPERI • Urban Integrated Plan of Sustainable Development THE CITY OF KNOWLEDGE • Coordinator: Municipality of Florence • Partners: Province of Florence, Municipality of Scandicci and Campi Bisenzio • The urban Integrated Plan of Sustainable Development are the implementation instrument of the Operational • Programme “Regional Competitiveness and Employment” co-financed by the Structural Funds 2007/2013. • Purpose: to plan together an integrated system of actions, private and public, in order to achieve • socioeconomic objectives through the improvement of urban and environmental quality. • Coherently with the local and regional planning instrument, the PIUSS of metropolitan area try to pursue • 2 macro-objectives of local policy: • to integrate the metropolitan area through an effective system of sustainable mobility, properly distributed in the territory • to develop and to enhance the green area and parks among them in order to reinforce the environmental and social quality life integrating virtuously in the urban planning and in the social and transport policies • The Integrated Plan aim to build the City of Knowledge : how to do it? • to complete and to refine system of the knowledge and know-out network of the metropolitan area (such as informative system of the city user or redeveloppement of space and properties useful forsettlement consistent) • to develop new urban quality in order to increase the rate movements with sustainable mobility and conseuqntly reinforce even the attractivness of the quality life in the metropolitan area (such as green way opportunity and urban regeneration) • to create a pole of start up enterpises, incuator and other productive infrastructures • o create a new and bigger slow mobility (bike sharing and green links)*

The City Of Knowledge is on going project (www.piussfirenze.eu) To guarantee the common work it has been approved by all the partners a <common office> in order to guarantee the completion of joint projects approved (on line with the key words of the structural plan) Some lessons learned from the joining Forces project help to define a model to follow up: • governance is a difficult process everywhere • the process has to be maintained: the partecipating model is the winner method • building mutual trust is the main condition; • it is necessary to fund raise in order to create a pot of resources to be used to implement projects at the stake • the metropolitan area project is a challenge to face decidedly
