Scope and objectives • The purpose of the project is to obtain better business statistics, through the interoperability of consistent business registers. • The main idea is to develop statistical business registers across the European Statistical System into a network of Business Registers so that they serve as the backbone for the production of European businesses statistics. Business case Need for change Three main problems can be identified in the present situation: Inconsistencies in business statistics, due to different practices in the use and role of national BR Need of better globalisation statistics based on a better EGR, which need to build on more consistent and interconnected national BR and to rely on a very good quality management Inefficiencies in data handling procedures and duplication of work due to a lack of common approaches, tools and access facilities Eurostat

Business case Benefits • ESBRs will improve consistency and coherence, reduce production costs and facilitate data integration. • EGR will be at the heart of the system, allowing the production of better statistics on globalization and of specialized statistics on European multinational enterprise groups (MNEs). • ESBRs will pioneer solutions (micro-data linking, use of administrative data, secure transmission of confidential data, etc.) that will be available for other projects. Links with previousprojects EGR • The new project will build on the achievements of the EGR project, but in the meanwhile will aim at improving: • National BRs (quality, consistency, etc.) • The share of information and best practices inside the ESS • In order to achieve … • A fully operational and useful EGR • Positioned at the heart of an ESS system of consistent and interoperable BRs • … some further work is needed: • At national level  national BRs • At ESS level  EGR Eurostat

  10. 1 ESBRspillars • Strengthening the role of national BR • The aims are: • to facilitate the integration of statistical data on businesses: • horizontal integration – between different statistical domains • vertical integration – between European aggregates and the sum of MS data • to develop statistical BRs across the ESS into a network of interoperable BRs Eurostat

  11. 2 ESBRspillars • Improving the EGR quality • The target is: • a very high-quality EGR • positioned at the heart of the system of interconnected and consistent BRs • providing reliable register data on European MNEs • allowing better statistics on globalisation • Improvements through: • coordinated view on MNEs’ structure (profiling) • adequate governance structure • data quality management program • appropriate legal basis Eurostat

  12. 3 ESBRspillars • IT infrastructure • Elements: id. service, exchange of confidential data & non structured information (notifications, reports, etc.) • The aims are: • to get easy and secure access to data • to increase effectiveness and efficiency of DQM • to increase the interoperability between EGR, national BRs and other sources (e.g. RIAD *) • to increase EGR’s role as tool for vertical and horizontal integration of statistics on globalisation • * RIAD = Register for Institutions and Assets Database (ECB) Eurostat

Maturity and nextsteps • Autumn 2012: discussion with MS in several WG, in the BSDG (directors group) and at the ESSC on 15 November • During 2013 • overlap with the ongoing EGR and Profiling projects (ending in 2013) • fine-tuning the project: better definition of the actions and activities; implementation plan • creating the governance structure and new ESSnets • launching grants to support MS Eurostat
