SPP Indicators, State Goals & Targets • The SPP serves as an accountability mechanism for state and local programs. • Indicators and goals can be measured. • Targets are rigorous and imply high expectations. • State provides an Annual Performance Report (APR). • Local program performance is publicly reported and used to determine program status. • States may develop goals with targets in addition to the SPP indicators.
