  2. Introduction – what has happened so far? A new Wales International Strategy has been proposed Eluned Morgan – Minister for International Relations and The Welsh Language

  3. an international development strategy – why have one? • To make open & public commitments? • Clarify aims & objectives? • Promote awareness? • Outline government-funded work & promote/encourage other efforts (e.g. other donors & public support)?

  4. An international development strategy – possible overall aims? E.g. • Develop a niche or ‘space’ for Wales to contribute to development – e.g. distinctive ways of working, or geographical/thematic focus areas? • Develop Wales’ overall capacity to support international development? • Support long-term development activities, and/or disaster and emergency responses? • Work through Welsh civil society/charity partnerships? • Promote a particular set of international values?

  5. the Wales for Africa programme – where did it start? • 2006: Initial WfA framework published (under Rhodri Morgan as First Minister for Wales) • Overall aim – to support more people in Wales to do more, good quality, international development work • Objectives to: • encourage public sector partnerships; • build capacity of small Welsh NGOs, & support sector coordination; • work with diaspora communities to contribute; • make Wales the world’s first Fair Trade Nation.

International Learning Opportunities programme: • 6-8 week placements for public workers in African NGOs/ universities/health facilities • Placements are currently in in Uganda, Namibia and Lesotho • WfA grant scheme: • £230k available each year, (£50k ring-fenced for health) • Grants of £5k-15k, and occasional £50k awards Wales for Africa Programme currently • Other activities: • Supporting Disasters and Emergency Committee Cymru • In 2019 – a old fishing patrol vessel from Wales donated to Liberia • MbaleTrees Project (Uganda): • Aim to plant 10m trees in Mount Elgon area, Eastern Uganda • Welsh Govnt Plant! Scheme- a tree is planted in Wales and Mbale whenever a child is born or adopted in Wales. • Supported by the Size of Wales project • Hub Cymru Africa: • Advice, support and training to Wales-Africa and Fair Trade groups • Events, networking and shared learning sessions • Communications

Review & conclusion • What strategic aims have been suggested so far? • In addition to the Wales for Africa programme, what links could the Welsh Government make with others in Wales to support international development activities? For example: • Large NGOs with a presence in Wales (e.g. Christian Aid, Oxfam, Tearfund, CAFOD, DEC Cymru) and their supporters; • Other donors, e.g. public foundations (e.g. National Lottery Community Fund- international) & private foundations (e.g. The Waterloo Foundation, Egmont Trust); • Support for links beyond Africa • If a new International Development strategy for Wales was developed, how would we want the Welsh Government to work with the sector on this?
