Overview of project • A robust direction for the future provision, role, design and management of public open space in Monash from 2016-2026. • Public open space means parks, gardens, playgrounds, outdoor sports and recreation facilities, conservation sites and community gardens etc. • Levels of open space provision to ensure the community has access to quality • Understand how open space is used and could be improved to increase use • Forecast population and improvements to meet future open space needs • Identify additional open space contributes positively to existing network. • Produce an open space contribution rate so that the forecast of new population contributes fairly towards meeting their needs. • Priorities and costed program of actions

What we want to know • Thinking about what Monash will be like in 10 yrs+ - at close to 200,000 people- why type /amount of open space is needed? • How well is open space distributed? • Existing gaps- or areas where residential density will increase? • What type of open spaces are needed for future population • Comments about the quality/ features in existing open space • How can existing open spaces be improved to increase use? • What are the need of different age groups/ cultural groups/ low income / people with a disability

7. The Presentation was modified to accommodate the single stakeholder The Points covered in the next 2 slides are the major points of discussion with the single stakeholder. So as to not make it overwhelming and to make it meaningful to them we modified the presentation for them and made it interactive with Google Earth. This allowed us to focus upon the persons sites of interest for examples.

8. How well is open space distributed? • Chris believed there is not enough Open Space for people to visit. • Most of our parks are poor quality local parks, compared to Glenn Eira where they have a vision. They have nice consistent features. Colours. Their parks looks nicer than our parks. We (Monash) don’t seem to do anything. Our guys mow the lawn and that's about it. They leave the grass all over the road edge. It’s reflects the care of Council. • South Oakleigh sites are poor. Poor as in not nice to visit. • Council should have done more with sale of school sites. We have nothing now except more houses. • South Oakley. Council needs to put money on the table to do something. • WA Scammel Reserve. For years nothing has been done. They have upgraded the playground but not much else. That's a reserve where over time it hasn’t changed. • Windsor Avenue. People loop around the metro golf course and it's a popular place for people to exercise. But they’re not much in the way of formal infrastructure. People have made their own trails around the Golf Course. • WA Scammel is a mess. Cars around oval are an issue. Gates don’t get locked so cars need to be controlled. • Evidence of a do nothing attitude. The original Shot Put concrete structures are still in the ground from little athletics from 1965. Big circles of concrete still in the ground. It just shows no effort has gone into the place. • Golf Road old school site. Just sitting there. What are they doing with it? (Council officer explained that the site is undergoing a planning permit application). • I approached Council. Council said what do u want. (Incredulous) Get some professionals in to do something. Do something. Why ask me? • Look at building behind the BMX track. See whether its public building. Its got no identifying features on it. What’s it doing there?

9. How well is open space distributed? • Glenn Eira does it better. They have more uniformity compared to our parks. You know what the parks about at Glenn Eira. They have standards. • If you believe the quality of parks improves property value. What’s the message being sent to us from Council. (Some discussion about rates). Wont our properties improve with better parks? • Council showed some image of a Japanese park? Yeah bring it on. We’ve got nothing anyway. • I just walk the dog when I go out to parks. Just walk the tracks for exercise. • When I am out I get the perception is there isn’t much POS • Schools can be keep-outish which makes it harder to access POS. They used to be the only public space. They are gone now. • Look at Schoolhall Street (linear open space). It’s got no purpose. It looks like a good opportunity. • Chris was asked about developers. Should development contributions should be paid. • Jack Edwards Reserve (soccer) should be looked at. Clubs lock up the sites and takes away access when there is little public open space. It doesn’t offer anything to anyone but the sport anyway. There is connectivity and managed badly. The site looks like a refugee camp. • Issues at the facility. Dog walkers leaving dog (poo) on reserves. So the place gets locked up. • (Council) Rail is at design phase. Paths will come in. Some of the path has been upgraded due to level crossing works. A full trail along the rail corridor will come when the elevated rail upgrade infrastructure is in place. Not as an after thought but in terms of project process. • Comments about path ends in carpark. Lost opportunity. Broken connections. Sometimes you have to wary when you walk due to traffic.
