  2. Situation in Flanders • Two separate systems : Personal Assistance Budget (PAB) Support by services (in natura) • Use of the two systems: 1200 PAB 32000 support ‘in natura’

  3. How did it start ? • 1997 -1998 first experiment for persons with physical impairments • 1999- 2000 second experiment for all kinds of disabilities • Since 2001 regular legislation : started with 300 persons, now more then 1200

  4. Personal assistance budget • Between 8.300 – 38.800 / year • Commission decides • Minimum 95% staff costs • Support at home (housekeeping, care, day activities, pedagogical support, practical assistance at work or school) • Not technical equipment

  5. Personal assistance budget • Can be combined with some support ‘in natura’ f.e. day care • Budget holder is employer himself or has an agreement with a service who delivers an assistant at home • Organisations to coach budget holders • Who can be assistant?

  6. Personal assistance budget • Several discussions • Legislation changes almost every year

  7. The future • From two different systems to personalised budgets for all? • Law since 2001, but not yet into practice six years later • Why ? Six years of study and discussion, different opinions …
