    1. Demilitarization Webster’s definition reads: to rid of military characteristics or uses. Guidance can be found in the DOD 4160.21-M-1

    2. Demil B - Demilitarization not required.  Trade Security Controls required at disposition. Demil Q - Demilitarization not required.  CCLIs are dual use (military, commercial and other strategic uses) items under the jurisdiction of the Bureau of Industry and Security, U.S. Department of Commerce, through the Export Administration Regulations.  The types of items controlled under the CCL are commodities (i.e., equipment, materials, electronics, etc.), software and technology.

    3. Many Vehicles are B and Q (other than Integrity Code 6) We do not get these in FEPP due to our limited resources on ensuring the property is not sold/transported to a Nation or Country that are not allies to the U.S. There are trade security issues that the FS is not equipped to deal with. And GSA does not offer these to other Federal Agencies so we cannot get them.

    4. Demil C - Remove and/or demilitarization installed key point(s), as prescribed in this manual, or lethal parts, components and accessories.  Demil D - Total destruction of item and components so as to preclude restoration or repair to a usable condition by  melting, cutting, tearing,     scratching, crushing, breaking, punching, neutralizing, etc. Demil F - Demilitarization instructions to be furnished by the Item/Technical Manager/Equipment Specialist. Unique Requirements and need something special done to it.

    5. Demil C examples Gamma Goats may only be received as defective property. Completely destroy body and chassis by crushing or shredding. Components of the tractor (front or power driven) part or the Gamma Goat that are exempt from mutilation are the engine, transmission, transfer/final drive assemblies, radiator, gages (fuel, water temperature, etc.) and tires/wheels. The trailer (rear) part of the Gamma Goat is exempt from mutilation. ATV’s require that the frame and rear axle are completely destroyed.

    7. Demil F examples GPS Units (COMSEC chip) M35 Series Vehicles (they contain radioactive dials) Military Uniforms (Infrared Patches) Night Vision goggles

    8. Demil Requirements for Disposal Depending on the item, there will be different requirements. Contact your FS Regional Office to get instructions on what you will need to do to dispose of the item. GSA will offer Demil required items in Xcess but they will not sell Demil items. Items must be demiled and sold as demil scrap, GSA will then help you sell the scrap.

    9. Demil items must still be reported in AAMS and GSA Xcess for transfer. If they do not get picked up by another Federal Agency you may request to Demil the item. You must have FS approval before you can demil anything. If approved, a mutilation certificate will be prepared and sent to you. The certificate requires a Demil Certifier and a Demil Verifier signature and both must witness the demilitarization. The Verifier must be a FS employee.

    10. Watch your Demil Codes!!! If you absolutely have to get the item, it will be tracked as a Federal Inventory Item no matter what the cost and the state will bear the expense of having the item demilitarized when it is no longer needed.
