OBJECTIVES OF THIS SESSION • To identify the main groups of stakeholders likely to be affected by changes related to the trade policy under consideration as identified in the country project proposals. • To start the process of completing stakeholder mapping, identifying stakeholders’ positions/interests, considering possible consultation/participatory techniques that may be used, and discussing timing issues. • To identify what remains to be done to ensure a satisfactory and meaningful level of stakeholder participation for the projects.

  3. Key questions/challenges Questions aiming to define the stakeholders • Who is a stakeholder? • How to identify the most relevant stakeholders/groups of stakeholders for this project? • What is a representative group of stakeholders for the purpose of this project?

Key questions/challenges Questions aiming to determine the type of consultation/participation process • How do you approach stakeholders? • How to ensure effective, efficient and equitable participation? • What is meaningful stakeholder participation? • What participatory/consultation techniques may be used?

  5. KEY QUESTIONS/CHALLENGES Questions aiming to define perception/position and interests of stakeholders • How to get stakeholders interested in the project? And how to sustain their interest in the long-term? • How to deal with ‘hostile’ stakeholders? • How to bring different sets of stakeholders together (who may have never talked to each other before)? • Which stakeholders are an ‘informed audience’?
