This document outlines the collaborative efforts in drafting a Memorandum of Agreement (MOA) for a project focused on coastal resource assessment and sedimentation studies in San Julian Bay, Eastern Samar. Initially formulated before a validation visit in December 2004, the MOA was revised to align with a proposed coco coir project. Process in MOA preparation • MOA was formulated before the validation visit last December 4,2004 • Focused on R & D on coastal resource assessment and sedimentation study of San Julian Bay • After the validation visit, the MOA was revised to fit the proposed coco coir project • Reviewed by ESSU officials concerned • Submitted to ESSU president for comment on ESSU responsibilities • Jointly reviewed by ESSU, LGU San Julian representatives and officers of Campidhan Multi-purpose Organization. • Finalized and Signed
Responsibility of San Julian LGU- Provide land area for the project- Provide the necessary staff to assist ESSU and SME in all stages of project implementation- Provide comprehensive land use plan of the municipality of San Julian- Provide the needed equity in research and development projects to be implemented in San Julian- Tap support of line agencies as service provider to SME- Assist ESSU in the conduct of monitoring and evaluation activities- Initiate the expansion of SMEs in the municipality
Responsibility of ESSU • Assist in the preparation of project proposals based on the priority projects of the municipality • Allow the use of equipment for research and extension activities • Provide technical expertise needed in project implementation • Formulate and conduct the project monitoring and evaluation tool • Provide funds for traveling expenses of ESSU staff relative to project implementation • Update the stakeholders on the status of project implementation • Assist in the expansion of SMEs in the municipality
Responsibility of SME • Participate in the sustained operation of the project • Provide the required equity needed in the project implementation • Attend the capability building trainings • Abide the terms and conditions set by implementing partners • Observe transparency in all aspects of the project operation • Assist other SMEs in the municipality of San Julian to engage in other SME project • Open for possibility of being a beneficiary turned benefactor
