Jacobs called for… “…more educational programming to be initiated at the local school level. The model to be proposed represents a stronger leaning toward local school authority and initiative than has been the case.” Jacobs, p 15 – 16.
Four stages of the model • Goal Setting: moving from needs to goals • Program Planning: operational goals • Implementation: management and assessment of progress • Summative Education or Evaluation

Implementation… • 1.1 catalog all non-print resources • 1.2 increase the currency of the print collection • 1.3 train students and staff in the use of online resources • 1.4 obtain approval of updated Library Media Center Policies
