  11. Recommendations • The Panel recommends that the FMFADA manage, reuse, and redevelop areas of Fort Monroe not designated as an NPS unit consistent with the approved Fort Monroe Reuse Plan

  12. Recommendations • The Panel recommends that the FMFADA should seek participation in NPS programs such as the Chesapeake Bay Gateways, John Smith Water Trail, Executive Order 13508, and any other federal programs as appropriate
