What think tank do? • The Objectives of the Think Tank are to; • Deliberate on issues the country is faced with. • To find out possible solutions by formulating and developing the right policies. • Focus more on the needs of policy makers and current policy issues. Do what is asked by the policy makers as and when required. • Think Tanks will assist the party by recommending these policies particularly for the next five years. • Think Tanks will also review and critique the policies of the incumbent Government and other political parties.

The First 100 Days Plan Definition • Developed & presented to CEC a year ago • Appreciated and announced by The Chairman PTI • A continuously evolving document • Much improved now This Document contains those actions and steps which can be completed within the first 100 days as well as the policies & measures which will be announced declaring the intentions and sets the pace & direction of the PTI government, even though the completion may exceed 100 days.

A Sovereign Pakistan War on terror • PTI will set up the National Counter Terrorism Authority (NCTA). • An end to all military operations and the withdrawal of troops from FATA. • Re-negotiate the scale/ scope of cooperation with the US in its war on terror. • All drone attacks would be unacceptable and stopped. • Forming a commission to ascertain the human rights violations all through the country especially in FATA, SWAT & BALOCHISTAN. Foreign Policy • All International agreements to be ratified by the parliament. • Negotiate and establish free trade agreements within SAARC.

Economic Development - Continued… • All income across abroad will be taxed. • Increase annually the tax collection by 2% of GDP. • Mobilize and incentivize Overseas Pakistanis to attract investment. • Attract FDI through clean and transparent Government. • Set an annual target growth rate to reach 10% GDP every year. • Constitute an employment commission which will ensure employability for all. • Start infrastructure projects which will help create jobs and increase GDP. • PTI will create a Pakistan Infrastructure Fund (Pi/IDFI etc) through PPPs. • Spend 1.5 to 3% of GDP on energy investment.

Economic Development • Abolish ‘across the board’ subsidies and start ‘targeted’ subsidies on food items. • Create a new ‘Agricultural Development Authority’ • Bring an agricultural revolution. • Create Water Resource Development and Management Authority. • Formulate and announce 5 year Industrial Policy yielding 10% growth in manufacturing sector. • Control general inflation and especially food price hike by stabilizing Pak Rupee and maximizing yield of agricultural crops. • Restructuring to Profitability of State Corporation • Service sector and banking reforms

Social Development • Declare an ‘Education’ emergency. • Increase education spending from 1.8% of GDP to 8% in 5 years time period. • 95% primary education coverage in 2 years & 95% literacy in 5 years. • Increase health spending from 0.7% to 3% in 5 years. • Regulate private health sector. • Ensure potable drinking water for all. • Introduce an effective socio economic measurement structure at UC level. • Start a Low Cost Housing scheme.

Improved Governance - Continued… • Banishment of VIP culture and adopt Austerity. • Use of IT and establish an e-governance model. • Downsize ministries (15 to 20 ministries) e.g. create single, professional Ministry of Energy. • Accountability from top including President, PM and COAS and down to Thanedar/ Patwari. • Bring about a law disallowing Benaami transactions. • Liberate PSE from govt. control. • Appoint independent boards with real power time bound accountable targets. • CEOs to be selected by the boards and not by the Prime Minister/President. • Empower new professional management to achieve immediate impact.
