  1. Bill Clinton: “A New Democrat” • Clinton represented a new group of Dems who hoped to reclaim lost “Reagan Democrats” • Agenda as president included: • Reduce the size of gov • Balance the federal budget • Reform welfare & extend healthcare to all Americans • Promote economic growth

Domestic Policy under Clinton • Clinton attempted a bold plan to offer universal health coverage • Defeat allowed for sweeping victories in the ‘94 midterms for Republicans • GOP, led by Newt Gingrich, offered a“ContractwithAmerica” • Clinton undercut GOP agenda by reducing size of the gov & planning for balanced budget A return to Reagan-style tax cuts, increased military spending, & limited role of gov’t “The era of big gov’t is over” —Clinton
