Program Management Paradigm Core Services comprise services that must be common across two or more COIs to manage the publication, subscription, security, and other aspects of the data efficiently. Implementation timeline driven by needs of COIs SWIM Core Infrastructure Development Dem/Val, SE, Design “As Needed” Infrastructure Implementation Flow & Flight Management COI System Implementation SE, Data Requirements System Allocation/Design Wx Systems COI Aeronautical Information Management COI Surveillance Systems COI NAS Management COI Cost, schedule, and risk to be worked with programs represented by Communities of Interest . Schedule driven by balancing system need against technical and acquisition reality. Balance between cost, schedule and risk is key.
