Human Resources HR Mission The mission of the Human Resources Department is to support the vision, goals and challenges of Midwestern State University by providing services which promote a work environment characterized by fair treatment of employees, open communications, personal empowerment, accountability, trust and mutual respect. Scope The Human Resources Department is responsible for wage and salary administration, pay plan classification, recruitment and employment, personnel policies, employee relations, equal employment opportunity and affirmative action, new employee orientation, employee training and development, employee benefits administration, timekeeping, and personnel records and more.

Human Resources HR Activity FY 2012 • Support 632 benefits-eligible faculty & staff; 655 other employees; 201 retirees; • Total Employee Headcount, 1287; FTE Headcount 827 • Turnover rate 12.94% vs. Texas State agency average 17.3% • Received 1593 applications; Interviewed 279; Hired 82 • Processed 1651 Personnel Transaction Forms (PTF) • Completed 392 Forms I-9 & entered into USCIS E-Verify system • HR Website accessed 258,461times; average time on webpage 1.24 minutes • Entered 840 insurance and TexFlex records into dual systems – ERS & MSU • Reconciled and remitted $7,325,000 insurance & TexFlex premiums • Facilitated 616 employee training sessions • Conducted 203 criminal background checks

Human Resources Programs and Services • Conduct new employee orientation and exit processing • Conduct mandatory training: EEO Discrimination, Ethics, Sexual Harassment, Child Protection, Camp Workers Training • Host employee development and supervisor training events • Track leave accruals, audit timesheets; enter employee data into Banner; maintain employee files; verify service • Monitor and track Annual Staff Performance Reviews • Counsel employees and retirees; resolve insurance disputes • Resolve employee relations issues / grievances • Respond to EEOC discrimination and sexual harassment charges • Conduct compensation surveys and make recommendations to administration • Maintain Classified Pay Plan and job descriptions • Draft personnel policies and update the MSU Policies and Procedures Manual

Human Resources Programs and Services – Benefits • Administer programs for active and retiree insurance benefits: health, dental, prescription, life, dependent life, AD&D, STD, LTD, AFLAC, & Texflex • Serve as Plan Administrator for 403b Plans: Texas Optional Retirement Program (ORP) and Voluntary Tax-Sheltered Annuity Program (TSA) • Responsible for Texa$aver 457 Deferred Compensation Plan • Administer the Staff Education Incentive and the Dependent Educational Assistance Programs • Advise TRS and ORP retirees and process retirement paperwork • Administer the Sick Leave Pool • Ensure compliance with Family Medical Leave Act (FMLA), the Americans with Disabilities Act Amendment Act (ADAAA); FLSA, USSERA, etc. • Plan and host employee events: Annual Pinning Luncheon, Annual Staff Awards, Retiree Luncheon, Summer Sizzlers, Hardin Christmas Party

Human Resources Budget Requirements FY 2014 Staff Education Incentive Program FY12 – 31 Participants - $61,511 Dependent Education Assistance Program FY12 – 30 Participants - $115,981 Account Funded - $63,263 Need based scholarships - $52,718 * Additional funding tbd by FY2014 increases to local tuition and fees

Human Resources MSU Compensation Study and Equity Adjustments Recommendations • Salary data collected and ranked by title, minimum, current, average • 16 responders - Texas universities, local WFISD, TWC Proposal to Administration • Raise the minimum pay grades 5% across the Classified Pay Plan • Affects 72 classified staff currently on minimum of salary grade – Cost $ 44,510 • Reclassify classified pay grades for equity where needed • Affects 66 classified positions and 34 titles – Cost $ 31,340 • Equity adjustments for selected non-classified staff positions • Affects 37 non-classified staff – Cost $ 92,407 Future Recommendations • Include dedicated amount in FY budgets for Pay Plan and equity adjustments • Include the Director of Human Resources during the budget process
