VNPT state own company accounts for more than 90% market share- both Telecommunication and the Internet • International bandwidth capacity 2332 Mbps • 2.8 million subsribers, 7.2 million Internet users (9,1%) Case Study- Vietnam

Current status • Efforts done with regards to law /policy formulation. • A few names involved: MPT, MoST, National Assembly Committee, Governement Office- strong governement "portion" • On going: e-transaction law drafted by national assembly- to be approved by end of 2005- • ICT Law- by MPT- to be approved by end of 2006 • Internet policies: started 2001, amended 2003-04; • latest Interministerial circular issued 15/7/05- Internet management at cafes- submit ID- to avoid "bad" affairs through Internet Case Study- Vietnam

Issues as important • Need good environment for new ISPs to enter and function well in the telecommunication market. • An independent regulatory body? • Inter- connectivity, connectivity - fair treatment-clear procedures • Local content development • Internet Law/regualtions- not subject to Press or Publishing Law Case Study- Vietnam
