STRATEGIES TO ACHIEVE TARGET • Assam • Extension campaign for increasing area and productivity for autumn rice • Emphasis on short duration high yielding paddy varieties to escape from late monsoon flood • Production and distribution of quality seed and seed treatment • Soil Moisture Conservation in Rainfed areas • Distribution of tractors and power tillers • Capacity building at all levels 4

STRATEGIES TO ACHIEVE TARGET • Bihar • Massive programmes on – seed production, vermi-composting, farm mechanization, testing of soil, seed, fertilizers and PP chemicals • Transfer of technology through farm schools and farmer to farmer extension • Incentive of Rs.2000/- per acre. on adoption of integrated farming model • Four tier infrastructure for marketing 5

STRATEGIES TO ACHIEVE TARGET • Chhatisgarh • Area expansion under irrigation – drilling of tube wells, dug wells and installation of pump, sprinkler and drip system • Increase in area under – Line sowing, transplantation with special emphasis on SRI • Strengthening of seed production programme and delivery mechanism • Balance use of fertilizer - promotion of green manure, bio-fertilizer and organic fertilizer, soil testing and use of soil health card • Use of Weedicides • Use of quality seed, research for developing suitable verities • Need based use of insecticides through IPM and FFS 6

STRATEGIES TO ACHIEVE TARGET • Goa • Distribution of high yield variety seeds and certified seeds with 50% subsidy • Popularization of ‘TUR’ to increase the area coverage under pulses and grow pulses intercrop in newly planted horticulture garden • Demonstration on farmers field by providing 30-50% subsidy on input seeds and custom services • Timely supply of input and promoting use of rhizobium culture and bio-fertilizers 7

STATUS OF NFSM ARUNACHAL PRADESH: Requested for inclusion of 3 Rice growing districts ASSAM: Additional Area of 62,000 ha. brought under summer rice BIHAR: Organized large number of demonstrations (25,000), farm school (1523) and seed distribution (70,000 Qtls.) CHHATISGARH: Organized seed production (3084 ha.), demonstration on IPM (4416 ha.) JHARKHAND: Action Plan drawn WEST BENGAL: Distributed high breed rice seed (8084 kg.), wheat seed mini kits (4000),micro nutrients (15620 ha.), implements (460 ha.) 12

STATUS OF EXTENSION REFORM • All Institutional arrangements have been made operational by all the States covered under the group except operationalization of SAMETI in Assam. • Implementation State Work Plans 2007-08 is in progress in both existing as well as new ATMA districts of all the States except Assam, wherein release of fund is held up for want of Audited UC for the year 2005-06. 13

BEST PRACTICES • Assam • Technology Dissemination through Demonstration (TDTD): • In case of Banana Production, Assam ranks sixth position in the country with an annual production of about 7.00 lakh MT. • The pseudo-stems of Banana being targeted for commercial exploitation through extraction of Banana fibre to augment farmer’s income. • The required machineries are being provided to Banana Growers’ Societies and series of trainings are being organized in the districts of Morigaon, Kamrup, Goalpara and Kokrajhar. 14

BEST PRACTICES • Arunachal Pradesh • Awareness and sensitization through print and electronic media about developing Agro-eco tourism • Inter district/state exposure visit of farmers, Kisan Mela, Farmers-Scientist Interaction under ATMA Programme • Encouraging Organic farming by popularizing organic and biofertilizers in the areas where farming practice is traditionally organic. • Integrated Nutrient Management (INM) with special focus on anionic micronutrient and Zinc in some areas where deficiency noticed. 15

BEST PRACTICES • Chhatisgarh • Krishi Gyan Ganga Yatra: • Five Mobile Van fitted with Audio-visual aids and Soil Analysis facility traveled across tribal and backward villages to create awareness and promote appropriate technology • During Yatra 658 villages covered and issued 5672 Soil Health Cards • Release of Technical Bulletin : • Weekly agro meteorological forecast and contemporary technical advice are being made available to farmers through technical bulletin regularly. It is also available in the departmental website. 17

BEST PRACTICES • Goa • The State Government provides subsidy for the seed and irrigation • Providing 75% assistance on Hybrid Vegetable Seeds • Additional incentives of 17 to 25% for cultivation of non traditional crops like flowers in covered cultivation. • Unique scheme for cultivation of high value flowers in 100 sq. mtr area to boost floriculture trade as household enterprise under State Sector. 18

BEST PRACTICES…contd… • Goa • Provide support price for: • Paddy – Re.1/- per kg • Sugarcane – Rs.200/- per tonne • Oil Palm – Re.1.00 to Rs.2.00 as productivity linked incentive • Provide assured price to • Arecanut – Rs.100/- per kg. • Coconut – Rs.4/- per nut • Desilting and renovation of traditional ponds/tanks through local Self Help Groups (SHG)/Non Government Organizations (NGOs) with 25% share as “Shramdan” from the farmers. 19

ISSUES / SUGGESTIONS • Assam • Timely release of subsidy for processing units • Diesel subsidy for irrigation to farmers for summer rice • Setting up terminal market through Government agency instead of private institutions • Coverage of additional district under NFSM • Tracterization and some major pest should be covered under CRF during floods. • Under NFSM • Incentive for production of HYV seeds • S.T.W. should be allowed under NFSM rice and seed drill • Under RKVY, tractor should be allowed • Eligibility norms should be revised 22
