Scoping I – hypothetical outcomes • A possible tunnel connection will enhance the connectivity of the two regions, in particular the Finnish side, and will improve the accessibility of the two regions and core cities, respectively. • Taking a territorial perspective and looking at the principle outcome, a new transcontinental node will be created in the Baltic Sea Region, with a European importance. • Looking at the national territorial context, the further reaching effects of the tunnel depend on other infrastructure projects, especially a land based high-speed link with St. Petersburg. • In terms of an improvement of the internal operations of the transport systems in both regions, the effects depend on the set of locally and regionally relevant transport projects (which will directly connect the regional railroad system or the harbours with the tunnel).
TIA - governance The overall profit for a region from a new infrastructure depends also “on the way authorities are able to integrate the new transport (structure) into their promotion policy, on the creation of complementary infrastructures, on the quality of regional marketing and on industrial development policy” COST 317 (1995)
