  3. What is SEPPAC? • Special Education Parent and Professional Advisory Council • Purpose is to advise the District in matters related to special education services

  4. The Mission of SEPPAC Advise the district on behalf of students receiving special education services and provide opportunities to share information and resources.

  5. Goals of SEPPAC • Provide improvement recommendations to the district on inclusion for special education students. • Provide improvement recommendations to the district on special education compliance issues. • Share information to the SEPPAC Council on the following: • Mounds View Special Education Programs • Resources Available for all Staff and Students to Support Acceptance and Inclusion for Students Receiving Special Education Services. • Legislation/Budget impacts

  7. District Childcount Summary • Close to 10.7% of the students in K-12 are identified as students receiving special education services • The largest category of special education students are ASD

  12. Student Growth & Achievement • How many of your students last year made growth? • How many of your students last year made targeted growth? • How many of your students last year made growth that exceeded the targets?

District status: Reading • The District Special Education subgroup, as a whole, made adequate yearly progress in reading and the District is no longer on the AYP list • Three schools that were previously on the State list, made safe harbor (meaning they made sufficient progress) and are off the list • One school went on the list for the first time (by just a few students)

  15. District Status: Math • The District Special Education subgroup continues to be on the State list as not making AYP • However, four schools did make adequate progress through safe harbor and are no longer on the State list

  16. Assessments • MCA II • MCA II with accommodations • MCA-M • For students who have not been proficient for 2 years or have done very well on the MTAS • 2% • MTAS • For students with significant cognitive disabilitie • 1%

  17. Our Role as Special Educators • Focus on a standards-based education • As special educators, we must figure out a way to embed the standards at our student’s instructional levels (see link to the K-12 standards in the orange folder) • Meet and beat predicted growth to close the gap

  18. How? We have to: • Know our students • Know the standards for our students • Know where they are performing • Use ongoing measurement of students’ progress • Intervene using effective intervention strategies, curriculum and technology • Align with General Education

Strategies, Curriculum and Technology • Training in evidence-based strategies like SIM, Orton-Gillingham, Jolly Phonics, Social skills, CPI, etc. • Curriculums and enhancements such as Touch Math, Number Worlds, FastMath, Read 180, System 44, Expert 21, Read Naturally, Edmark, etc. • Technology such as computers, smartboards, flip cameras, document cameras, projectors, etc.

  20. Key messages • Student Growth Trumps Proficiency • Expectation is that ALL students meet or exceed growth targets

  21. We must continuously ask ourselves, “Are we being effective?” • Student Growth is based on Teacher Effectiveness AND • Teacher Effectiveness is based on Student Growth

Due Process Compliance • 2010-11 is our year to complete a Self Review Audit of our due process compliance • Past audits include: • 2003-04 Self-Review • 2004-05 MDE Validation; • 2007-08 MDE Audit • Barb Nelson, Megan Gangl and Renee Markas will be the leadership team for our Self Review process

  25. Due Process Compliance • MDE has already identified the students who will be reviewed • Staff will be selected and trained to complete the audit • Audit will occur on Sept 28th, 29th, 30th • The same expectation for 100% corrections will begin once we have completed the Self Review audit

  28. Equity message • MV has now joined the Northwest Suburban Integration School District (NWSISD) • As part of our plan, the District promise is that programs and services will be in place to ensure that race, socio-economic status and disability will not dictate student achievement

  29. Parent Communication As part of a SEPPAC interest topic, a survey about Parent Communication was conducted last spring
