  3. PROJECT SCOPE IN TWO PHASES

  4. FINDING SKELETONS FROM THE PAST

  5. November 2007: Michigan Department of Transportation (MDOT) discovers waste material during Phase 1 excavation. The material was identified by MSU as Coal Ash.

  6. Coal Ash discovery changes the Phase 1 approach

  7. Coal ash levels of arsenic, boron, cadmium, lithium, and mercury exceeded the Michigan Department of Environmental Quality (MDEQ) 201 clean-up criteria and were therefore reported.

  8. Coal Ash depth reaches over 18’

  9. Geoprobe borings conducted to identify extent of Coal Ash

  11. Ten monitoring wells installed at various depths throughout the area

MSU EVALUATED HOW CLEAN IS CLEAN,COST AND RISK • MSU evaluated risk of leaving some coal ash on site vs. removal to clean closure • Coal ash does not leach, limited land use restriction since MSU property • Cost of transport and disposal • Jolly Road site already had similar ash material • Located in secure area • PR exposure

  20. MDEQ DISCUSSIONS • MSU discuss option for T.B. Simon Power Plant and surrounding property listed as MDEQ 201 Site. • MSU Staff list reasons, risk and long term site strategies • MDEQ accepts, MSU has new 201 site • MSU had stayed transparent with MDEQ during discovery of coal ash on site

  27. LONG TERM REQUIREMENTS • Monitoring wells located at Jolly Road Site • Maintain cap on berm • Maintain surface areas at power plant to prevent any coal ash exposure • Submittal of annual report to MDEQ • Adequate Insurance
