General IATF/DR • Compare with similar models and past experiece of IATF/DR: • Within UN, seen as a model to involve non-UN entities – still failing tp articulate recomnedations and reach out • Identyfy clear synergistic value added- unique contributions (several examples mentioned) • Important to get highlevel commitment for DRR within each member organizations • IATF/DR support WCDR outcome: need for support to national and global target setting and indicators for progress of implementation IATF-10, 7 October 2004, page 2

  3. Actions required • Recognize widely synergetic role of IATF/DR and the inter-agency secretariat- UN-regional- civil society coordination. Need to clarify better roles/resp. between IATF/DR, secretariat and individual member orgs. • Develop mechanisms to reach NATIONAL and regional constituencies with recommendations and work: formalize channels through UN country teams, Governments, member orgs own networks.   4. Regional dimensionof IATF/DR to be replicated: catalytic and forum role in regions. Expand ISDR regional outreach programmes to more sub-regions. Build on existing regional IATF/DR members • Replication of the IATF/DR concept also at national scale, as an expanded idea of multi-stakeholder national platforms for DR IATF-10, 7 October 2004, page 4

IATF/DR results and recommendations to be communicated to other international coordination mechanisms for scientific/technical, humanitarian and development coordination, - explore formal linkages, i.e.: • IASC TF on contingency planning and EW; natural disasters… • UN Development Group (CCA/UNDAF- UN Development Assistance Framework) IATF-10, 7 October 2004, page 5

Improve IATF/DR modality: • Assign a think-tank small group within the IATF/DR with the secretariat, addressing roles, responsibilities and targets for the Task Force to support implementation of the Strategy (ISDR) and WCDR outcome. Review the relationship between IATF/DR and ISDR secretariat, and IATF/DR in relation to individual agencies, regional and national IATF-10, 7 October 2004, page 6

  7. Better regional focus – interregional meetings at the IATF/DR-sessions (initially among regional entity members of IATF/DR), • Hold Task Force meetings in the regions (depending on availability of resources). • Each organization to identify its own commitment and possible support to the implementation of the Strategy and WCDR outcome, and identify areas of added value for the IATF/DR IATF-10, 8 October 2004, page 7

  8. On the Study of the UN system improved capacity in disaster risk management • UN system wide study, purpose having a clearer picture of the UN system’s capacities for the future in the area of disaster risk management in advance of WCDR. • Improve synergy, identify gaps and strengthen the UN capability (based on its existing strengths and capacities) to respond to needs from member states (and regional constituencies).
