3. Home Language Survey PURPOSE: To identify if student is an English Language Learner. Parents answer these questions: 1. Which language did your son or daughter learn when he or she first began to talk? 2. Which language does your son or daughter most frequently use at home? 3. Which language do you use most frequently to speak to your son or daughter? 4. Name the language most often spoken by the adults at home.

Goals of the ELDProgram • Achieve English Proficiency as effectively and rapidly as possible • Proficiency is defined as a level of English usage that demonstrates native-like competence in the areas and understanding, speaking, reading and writing. • Achieve Academic Success • English learners meet state standards for academic achievement • Develop a positive self-image and an understanding and respect for cultural diversity

6. The ELD Program is… • An incorporated academic program (like English Language Arts and Math) that is taught by the classroom teacher for a prescribed amount of time during the school day. • Materials and teaching techniques specifically designed to meet the needs of children who are becoming fluent in English.

7. What can you do help your child attain Fluent English Proficiency? • Read together nightly, discuss the stories, ask questions that can’t be answered with one word. • Encourage your child to keep a writing journal • Practice math facts and play math games. • Visit the library and check out books. • Talk to your children about what they are learning in school. • At conference time, ask the teacher for more ideas. • Model good learning behaviors. Be involved in your child’s education!

9. ELPAC Testing(English Language Proficiency Assessments for California) • Initial ELPAC: Administered in August • Annual ELPAC: Administered in February and March

10. English Learner Advisory Committee PURPOSE: • Advise the principal and school staff on programs and services for English Language Learners • Advise the School Site Council on the development of the Single School Plan for Student Achievement

13. #1 THE SCHOOL PLAN ed… Advising the School Site Council (SSC) • ELAC must review: • SPSA sections that pertain to ELs and update the plan, if needed • Title III and EIA-LEP budget • Action Plan to ensure that ELs’ needs are being met – propose revisions, if needed

14. #2 DEVELOPMENT OF THE SITE NEEDS ASSESSMENT • Information to Discuss • How parents feel as members and stakeholders of the school community? • What information, training, and assistance is available to parents? • Home-school communication • Parent volunteer program • How to help your child at home • Committees and councils • Community resources and partnerships Listen to the information Provide advice to the SSC, Principal and Staff

15. #3 ANNUAL LANGUAGE CENSUS • Information to REVIEW • Review R30 data from the current year, as well as past years* • Discuss concerns based on R30 data • Review and discuss the district’s process to assess all students and the identification of English learners • Review the procedure for placement of EL students • What programs are available for EL students? • Review, comment on and provide advice on the notices that are sent home regarding exams and reclassification • Review data from the ELPAC test and other data showing academic progress of EL students • How is the Home Language Survey administered at your school? 16. #3 ANNUAL LANGUAGE CENSUS (R-30) continued… The R30 organizes information into 5 parts: The number of ELs and fluent-English-proficient students (FEPs) The type of instructional setting and instructional services for ELs The total for ELs reclassified since the previous R30 The number of parental waivers from English language classrooms Teachers and bilingual paraprofessionals who provide EL instructional services

18. ELAC Officers ELAC shall include the following officers: Chairperson to organize, convene, and lead meetings of the council; attends DELAC and SSC meetings Vice-Chairperson to serve in the absence of the chairperson Secretary to record events and actions taken at council meetings

19. Why Participate inELAC? • To receive information about programs • To become aware of student academic progress • To get involved in your child’s education! All research shows that when parents are involved in a positive way, students experience success.
