  2. Current state • Voting age 16 years. Too young to make lasting decisions. • Membership is by family. Not proper check on the number. • Membership dues by family. Not good for accounting. Unfair for smaller families. • Number of EC members 5. Easy to get a majority. • EC term 5 years. Difficult for most people to serve that long. • EC role is difficult – both long term and short term.

Current State (contd.) • Loose election process is difficult to manage. • Austin community has grown, and demands more distribution of work, via a change in NAMCC structure. • EC and GA exchange of communication is minimal, causing a deficit of confidence and trust, and affecting community contributions for expansion of services. • EC transparency and accountability is not strongly required.

Proposed Amendments • Increase voting member age to 18 • Make membership by individual person • Make voting membership dues per individual, per fiscal year • Increase EC members to 7, to have better consensus • EC term is reduced to 3 years • Change EC role to be responsible for develop long term plans and strategies, and not get bogged down in day-to-day operations • Create a Board of Administration, consisting of various functional committees

Proposed (contd.) • BA will be responsible for day-to-day operations. • An Arbitration Council (AC) is created to deal with conflicts, and to monitor compliance of Constitution • AC decisions are final and binding on all • EC is required to have periodical GA meetings to report operational and financial health, and present future plans and projects • No major investment is made without GA approval • Internal financial audit is required every year

Proposed (contd.) • External financial audit is required at the end of each 3-year term • More than one family member cannot serve in EC concurrently • Individuals cannot serve in EC if they are also holding office in another Islamic organization in the area • Individuals cannot serve in EC if they have been expelled or suspended from another Islamic organization in the area

  7. Proposed (contd.) • Individuals cannot serve in EC if they have been convicted of a felony (only people with clean record) • Election Supervisory Committee duties detailed more clearly
