Patton/Summer 2001 Impact on SMD Patton/Summer 2001 Market Reforms led to additional expense and affected timing for SMD: • Expense (as of May 2002) • Work directly expensed to the Market Reforms Project $100,074 • Expense to SMD of back filling for diverted resources $466,668 $566,742 • Time • Effect on schedule and internal readiness due to diverting resources is under review and depends on our ability to regain schedule slippage through mitigation measures.

Actual impact may be less due to mitigation measures.

Recent Achievements: • Opened eMarket Sandbox and SMD Registration to participants. eFTR and Settlements Management Systems will be opened on July 17. • Delivered Settlements Iteration 2 to product test except for ICAP and operating reserve functionality. • Completed 95% of EMP Upgrade with no outstanding issues. • Released MIS templates not affected by Market Rule 1x changes. • Delivered Market Mitigation Rule 17 Market Monitoring and Mitigation Rules Technical Session on April 30.

Recent Achievements: • Held “page turning” sessions for Market Rule 1x Appendix A “Market Monitoring and Mitigation Rules” and Appendix B “Penalties and Sanctions.” • Sent Market Rule-1X including revised Appendices A and B to Markets Committee. • Received and integrated ESCA delivery that included • Testing & Training Simulator Environment (TTSE) & Market System Integration • Limited Energy Generators (LEGs) (including Day Ahead Market) basic functionality • Locational Marginal Price (LMP) Calculator • Dispatch Management Tool (DMT)/Unit Dispatch System (UDS) Market Operator Interface (MOI) customizations • Software Problem Request fixes

Recent Achievements: • Linked Operations and Settlements network models for integration testing. • Completed Load Response requirements. • Completed review of MR 1X Package with Participants (5/14, 5/21, 6/5 and 6/6). • Conducted NEPOOL technical session (2nd) for Manual 28 Accounting/Settlements on 5/17/02. • Submitted Manual 11 Scheduling Ops for market participant review. • Received approval of OP 8 Operating Reserve and Automatic Generation Control from Markets Committee.

  10. Recent Achievements: • Completed Contingency UDS requirements and sent them to ESCA. • Prepared Real Time/EMP/UDS Integration Testing environment. The UDS is now solving "end-to-end" with good results.

Post Production SMD Work Complete Program Planned vs. Actual % Work Complete Comments Baseline 4/15 Progress: 70% Actual Progress: 65% • Critical path work is on schedule. • Testing and organizational readiness are slightly behind schedule, due to Patton/Summer 2001 reforms. A combination of mandatory overtime and additional resource assignment (as appropriate) are the primary mitigation actions targeted to close the schedule gap.

  12. SMD Budget Status Post Production Comments • Cumulative spending through April 2002 is 4.1% under budget due to timing of expenses (hardware purchases and software licenses).

  13. SMD Risk Summary Risk Severity Risk Area Risk Description Market Rules Green General Risks - Market Rules issues potentially put the entire project at risk. The Maximum Exposure and Expected Values are non-quantifiable. Current Issues - The standard PJM market rules and ESCA SPD software do not address a number of the Patton reforms to the current markets. These will be addressed in subsequent releases to the initial SMD implementation. Hardware Green General Risks - Additional PCs/servers, network components, miscellaneous hardware, disk storage and development hardware may be required. Current Issues - None. Software Green General Risks - Additional development tools, additional security requirements, Oracle web licenses and additional communication costs may be required. Current Issues - None. Labor Green General Risks - Staff augmentation may be necessary. Cost differentials may arise due to use of vendor labor. Potential for scope expansion. Possibility of estimation errors. Current Issues - Patton Report/Summer 2001 market reforms diverted critical SMD resources. Impact is being examined. Cross Sound Cable Project will have minimal impact on SMD resources. Forward ICAP for current market and regional activation of Class 1 Load Response will impact SMD project timeline.

SMD Enhancements - Preliminary Summary of Features • SMD does not have all the features that ISO-NE and Stakeholders would like • ISO-NE is going to put in place a process to implement market updates in new versions of SMD • Development cycle for a new version should be about 6 - 9 months • Preliminary plan is a Spring and Fall release each year
