Background on Manual M-11 Revisions • Two Projects with two objectives: • When ISO began looking at M-11 for Energy Market Offer Flexibility (EMOF) revisions it was already engaged in an internal review of M-11 to bring it up to date and reflect current policy on Manuals; • After internal review, the ISO incorporated some of the up-date project into the EMOF effort.

  3. M-11 Revisions • The proposed M-11 changes fall into several broad categories: • Changes to conform to EMOF Tariff Changes; • Corrections and clean-up changes (e.g., use of defined terms, grammar issues, and Tariff or Manual section references); • Changes to reflect the new approach to Manuals by: • Focusing on Market Participant rather than ISO activities; • Deleting provisions that restate Tariff provisions; • Eliminating examples and other material published elsewhere where possible; and • Eliminating repetition or re-phrasing of the same subjects in different Manual sections. • At the next MC meeting, the ISO will provide a red-lined and clean version of the revamped M-11 along with a summary of the changes proposed.

  4. Approach to Other Manuals • A more restrained approach: • Changes not related to Energy Market Offer Flexibility will be limited to clean-up and corrections. • There were additional revisions considered for all these Manuals (including Manual M-11) but some have been excluded or deferred because of a need to limit the scope of changes to meet the December 2014 effective date for these Manuals. • Red-lined versions and summaries of these revisions will be presented at the next MC meeting.

  5. NCPC Payments Conforming Manual Changes • Some of these Manuals also need to be revised to conform to NCPC Payments changes; • In some cases, a judgment call has been made as to which set of changes (EMOF or NCPC) would include specific revisions; and • NCPC Payments red-lined Manual revisions will be presented at the August Markets Committee meeting.

  6. Proposed Stakeholder Schedule • Today: Present the proposed changes to the Committee; • July: Review the actual red-lined Manuals and summaries of changes with the MC; • August: Present the Manuals for the second time to the MC; • August/September: MC Vote on Manuals; • September/October: PC Vote on Manuals.

  7. ISO Closing Remarks • Both the EMOF and NCPC Payments Tariff revisions are effective in December 2014; • The NCPC Payments revisions will be made to these Manuals as revised for EMOF but must be made effective at the same time; • Thank you for your time and attention.
