DISCLAIMER • This Power Point presentation is to provide general information only regarding the JOC contracting process.  • This information is not a substitute for, or take precedence over the information contained in the RFP or the formal written answers to questions that will be posted on this website. 

  3. Job Order Contracts (JOC) • New Contracting method designed to replace CAT I MRA. • Contracts under a 2+1+1 term. (2 year contract that can be extended 2 additional years) • 1 contract per contractor, covering all districts they choose to work. • Multiple JOC contracts to be awarded, which will create a pool of contractors that VTrans may place Job Orders against, in the best interest of the State.

  4. What is JOC? • Contractors will submit equipment and labor rates for the districts in which they wish to work. • Contractors have the ability to add or delete equipment throughout the life of the contract. • Each job order has a maximum limit of $50,000. • All projects are state funds only. • All VTrans Bureaus may place orders against JOCs.

  5. What is different from CAT I MRA? • Request For Proposal (RFP) • On-Ramp and Off-Ramp • Contractors have the ability to add or delete equipment by Administrative Adjustment • Emergency Work Permitted • Contractors must have Email • Materials may be included

  6. JOC ON-RAMP: • VTrans may issue a RFP to expand the pool of Contractors with Primary Contracts. OFF-RAMP: • Contractors will be evaluated after completion of each Job Order. • Poor performance or chronic lack of availability can lead to contract termination.

JOC Order Bid Form • JOC Order Bid Forms will be sent to the contractor by email. • VTrans may place Job Orders with contractors based upon hourly rates orrequest lump sum pricing. • Hourly Rates Only: VTrans will review JOCs, identify contractors with the equipment type sought, and select the contractor that represents the best value to the State for that Job Order. • Lump Sum Pricing or Materials: VTrans will request at least 3 quotes from JOC holders prior to placing the order with the contractor that represents the best value to the State.

  11. Emergency Work Emergency work may be assigned to any Primary Contract holder with or without competition under the Primary Contract.

  13. RFP Evaluation Factors VTrans will award JOCs in the best interest of the State based upon the following factors: 1. Technical Capability and Experience Proposal indicates the bidder has the personnel and/or equipment to deliver timely, high-quality, contract performance. 2. Past Performance Proposal indicates successful performance of similar work types in the past (not necessarily with VTrans). 3. Price Equipment Rate and Labor Rate prices. 4. Executive Order 05-16: Climate Change Considerations in State Procurements Preference will be given to businesses that demonstrate business practices that promote clean energy and address climate change as identified in the Certification. 5. Vermont Preference Preference will be given as described below to Vermont businesses.

RFP Evaluation Criteria • Proposals will be reviewed by a Selection Committee and rated as pass, fail, or neutral. • Failure on any of rating factor may disqualify the proposal. • VTrans may attempt to negotiate lower prices where unreasonably high prices alone cause a fail rating. • Consideration given to number of JOCs needed to meet the state’s needs in terms of equipment, availability, and district coverage.
